North Koreans are finding quiet ways around the socialist lifestyle crackdown in 2026, even after Kim Jong Un’s government wrote the campaign into the country’s revised constitution. Sources inside the country say people are swapping outfits, warning one another about patrols and wiping their phones to stay one step ahead.
Picture a North Korean woman getting ready to head out for the day. She pulls out a pair of form-fitting pants, then puts them back after hearing that patrols are working the streets. Once she has changed, she checks her mobile phone one more time for any risky video, song or photo.
The scene is a composite drawn from recent accounts by Daily NK sources in South Pyongan and North Pyongan provinces. The patrols in question are street enforcement squads, usually staffed by state mass organizations, that stop passersby over clothing, hairstyles and behavior.
For ordinary North Koreans, choosing what to wear and what to keep on a phone is no longer simply a matter of taste. Authorities have long policed clothing and hairstyles in the name of the “socialist lifestyle,” so the controls themselves are not new. What has changed is the reach and intensity of that enforcement.
Patrols once focused mainly on outward appearance, such as jeans, long hair and earrings. Then the Korean Wave, or hallyu, began reaching North Korea through smuggled K-dramas and K-pop. The crackdown widened to cover speech patterns, wedding customs and other corners of daily life, as authorities set out to control how people talk and behave.
North Korea’s revised constitution, approved by the Supreme People’s Assembly in March, spells out this push more clearly than ever. Article 53 says the state “creates and develops a revolutionary and noble socialist life culture.” It also pledges to intensify “the struggle against phenomena that run counter to the socialist lifestyle.”
Article 42 of the previous constitution also called for establishing a socialist lifestyle. The new wording, however, turns controls already enforced through laws and “organizational life” into an active task of the state. Organizational life refers to the mandatory party, youth league and workplace groups that monitor every North Korean and hold regular self-criticism sessions.
The constitution does not mention clothing or phone inspections directly. Taken together with decades of lifestyle controls, however, the amendment shows that Pyongyang now treats daily life as territory the state must manage.
Daily NK reported in 2017 that young people in North Hamgyong and Ryanggang provinces had begun dyeing their hair blond. They were copying styles they had seen in South Korean dramas, a trend that has since drawn repeated crackdowns on young people’s hairstyles.
What stands out is that North Koreans did not stop at secretly watching illegal videos. They wore the clothes they saw on screen, copied the characters’ hairstyles and worked K-drama lines into their everyday speech.
In 2022, Daily NK reported a crackdown on children and teenagers using South Korean slang such as namchin (boyfriend) and yeochin (girlfriend). Another targeted word was kkanbu, a term for a close buddy popularized by the Netflix hit “Squid Game.” Reporting in 2025 found that young North Koreans avoid South Korean expressions in public but keep using words like oppa and daebak in private. South Korean women use oppa for an older boyfriend, while daebak roughly means “awesome.”
The Korea Institute for National Unification, a government-funded think tank in Seoul, reached a similar conclusion in its White Paper on Human Rights in North Korea 2025. It found that South Korean culture is shaping how North Korean viewers speak, dress and even hold their weddings. The report also found that crackdowns on these trends are intensifying across the country.
Pyongyang’s legal response has escalated steadily over the past six years. North Korea adopted the Reactionary Ideology and Culture Rejection Act in 2020 to punish anyone who brings in, watches or spreads foreign culture. It followed with the Youth Education Guarantee Act in 2021 and the Pyongyang Cultural Language Protection Act in 2023.
Under the 2020 law, anyone who watches, listens to or keeps South Korean films, books or songs faces “reform through labor.” The term refers to a prison sentence served doing hard labor in a correctional camp. Anyone who smuggles in or distributes such material can receive a life sentence. The full text of the law obtained by Daily NK also shows that lawmakers revised some penalties in 2022.
The Ministry of Unification’s 2024 Report on North Korean Human Rights includes testimony about phone checks for South Korean-style contact names. Inspectors looked for entries such as appa (dad) and ssaem (teacher). Authorities even took issue with white wedding dresses and grooms carrying their brides on their backs.
From the regime’s perspective, the problem goes far beyond someone secretly watching a single K-drama. The real threat is that South Korean culture spills over into clothing, hairstyles, speech, dating and marriage. In the end, people embrace a way of life at odds with the “socialist standards” the authorities have set.
Against this backdrop, the constitution’s explicit call for a struggle against un-socialist phenomena stands out. Analysts say the amendment lifts existing controls into a larger national mission of “defending the socialist lifestyle.” The clause also suggests Pyongyang fears foreign culture can permanently change how North Koreans think and live.
Jung Gu-jin, a visiting researcher at Seoul National University’s Law Research Institute, said the legal push reveals more than the regime intends. “The fact that North Korea enacted laws controlling the socialist lifestyle and even reflected this in its constitution paradoxically shows that what it considers an ‘anti-socialist lifestyle’ has likely spread widely enough for the state to feel it must control it at the national level,” Jung said.
Jung added that North Koreans can likely sense the tighter controls, but most have probably never seen the text of these laws. “I don’t think the fact that new laws were enacted and the constitution was amended will in itself directly affect people’s choices and behavior,” he said.
How North Koreans slip past the socialist lifestyle crackdown
New laws and stepped-up patrols do not appear to be changing what people actually want. “Short shorts and skirts, clothes that show off the body’s shape, clothing with English letters or foreign patterns, dyed hair and unusual earrings are all targets,” a source in South Pyongan province told Daily NK. A source in North Pyongan province said patrols mainly go after “pants that cling to the body, clothes with English writing and dyed hair.”
Clothing crackdowns like these have flared repeatedly in recent years. In December 2025, patrols in Hyesan, Ryanggang province, targeted flashy earrings and skinny pants. The patrols came from the Socialist Women’s Union of Korea and the Socialist Patriotic Youth League.
The Women’s Union is the mass organization for married women without formal workplaces. The Youth League enrolls North Koreans between the ages of 14 and 30. At the time, Hyesan locals complained that the patrols held officials’ children to a looser standard.
One detail from the South Pyongan source stands out above the rest. “When a crackdown kicks off, people tip each other off, so lately I haven’t really seen anyone get caught,” the source said.
According to the source, whoever spots a patrol on a particular street passes the word along. Those who hear the warning change clothes or take another route. Some people simply stay indoors until the patrols have packed up for the day.
Similar scenes are playing out in parts of North Pyongan province. People there already know which clothes will get them in trouble and take extra care whenever patrols are out in force.
On the surface, this looks like a win for the crackdown, since fewer rule-breakers appear on the streets. Seen from another angle, however, North Koreans have simply learned when and where the patrols operate.
The same cat-and-mouse pattern extends to the mobile phones people carry. According to the North Pyongan source, officers run street inspections of phones during special security alert periods around major political anniversaries. They check for unauthorized apps and confiscate suspicious devices for a closer look at stored files.
North Koreans have adapted here as well, the source said. Many keep one phone for daily use and a separate device for watching banned videos. In South Pyongan province, some people delete or hide files ahead of time, and those who get caught often try to pay their way out of trouble.
In 2018, Daily NK found that mobile phones and Notels were fueling the spread of foreign content despite crackdowns. Notels are portable media players that North Koreans use to watch videos from USB drives and memory cards. Some enforcement officials even demanded South Korean videos for themselves.
Little appears to have changed in the years since then. In August, Daily NK reported that authorities had caught students at Kim Chaek University of Technology, one of the country’s top engineering schools. The students had bypassed North Korea’s internet firewall to download and share South Korean videos.
Authorities then ordered universities nationwide to step up device inspections and have students watch one another. Some people inside the country said it would be hard to stamp out young people’s curiosity about the outside world.
It would be a stretch to call any of this political resistance. Tipping off neighbors, wiping phones and changing clothes are closer to acts of self-protection aimed at avoiding punishment.
Still, the behavior tells us something important about North Korean society. The state endlessly instructs people on what to wear and how to speak. Yet North Koreans keep finding ways to express their individuality within those limits.
Pyongyang has now moved from laws to the constitution in its push for the socialist lifestyle. Paradoxically, that shift may itself show how persistently people are slipping outside the state’s framework.
A North Korean may put the form-fitting pants back in the closet after hearing about a patrol, but nobody throws them away. Deleting a video from a phone does not erase the interest behind it. Once the crackdown ends, the pants come back out and the videos play on another device. The socialist lifestyle may be the state’s standard, but North Koreans protect their daily lives by dodging, hiding and compromising.
Jung said that in interviews with North Korean defectors for his research, one described people punished for watching South Korean films as “unlucky, or foolish.” Another defector had heard that enforcement personnel watched seized South Korean dramas themselves. They then passed the dramas around among people they trusted.
“Given this, North Koreans who have experienced repeated cycles of tightening and easing since the 2000s are more likely to think ‘I need to hide it better so I don’t get caught’ than ‘I must never watch this,’” Jung said.

Daily NK operates networks of sources inside North Korea who document events in real-time and transmit information through secure channels. Unlike reporting based on state media, satellite imagery, or defector accounts from years past, our journalism comes directly from people currently living under the regime. We verify reports through multiple independent sources and cross-reference details before publication.
Our sources remain anonymous because contact with foreign media is treated as a capital offense in North Korea — discovery means imprisonment or execution. This network-based approach allows Daily NK to report on developments other outlets cannot access: market trends, policy implementation, public sentiment, and daily realities that never appear in official narratives.
Maintaining these secure communication channels and protecting source identities requires specialized protocols and constant vigilance. Daily NK serves as a bridge between North Koreans and the outside world, documenting what’s happening inside one of the world’s most closed societies.
