ALABUGA: THE LABOR EXPLOITATION BEHIND RUSSIA’S DRONE WAR
Russia’s expanding drone industry is drawing on exploited foreign workers and Russian teenagers to sustain the attacks Ukraine faces every night, according to a joint report by the Center for Strategic and International Studies and the George W. Bush Institute.
The October report examines Alabuga, the industrial complex in Russia’s Tatarstan region producing Iranian-designed Shahed drones and Russian Geran variants. Researchers describe coercive recruitment, restricted movement and wages diverted to North Korea’s government
The report cites Ukrainian intelligence estimates involving up to 12,000 North Korean workers assigned to the complex. Its underlying source described a Russian plan to recruit that number at approximately $2.50 an hour, with shifts lasting at least 12 hours. Researchers say Pyongyang withholds 70% to 90% of overseas workers’ earnings.
The alleged exploitation extends beyond North Koreans. The report describes Russian students as young as 15 working under strict quotas and foreign women recruited with promises of civilian employment, only to find themselves assembling weapons.
For Ukraine, that industrial expansion translates into a sustained threat. The report cites Ukrainian intelligence projections of 60,000 long-range drones and 50,000 decoys across Russian production in 2026. These are production targets, rather than confirmation that every unit has been completed.
Decoys help crowd the skies and complicate the task of identifying threats. Attack drones carry the destructive payloads, while faster jet-powered variants can shorten the time defenders have to respond.
Russia is building an industrial system intended to keep that pressure going. Ukraine must continually replenish ammunition, repair equipment and protect exhausted crews while defending communities against successive waves.
The response therefore has to reach beyond each night’s interceptions: stronger Ukrainian air defenses, faster interceptor production, and enforcement against the suppliers and recruitment networks helping sustain Russia’s drone factories.
The people exploited on those assembly lines and the Ukrainians beneath the flight paths are suffering at different ends of the same war machine.
