Ukrainian officials maintain continuous communication with US President Donald Trump’s special diplomatic envoys to explore mechanisms to halt Russian military aggression, President Volodymyr Zelensky announced on Saturday, Oct. 17.
Speaking with journalists, Zelensky confirmed that Ukrainian negotiators conducted bilateral discussions with senior White House representatives on Friday, Oct. 16, to coordinate upcoming in-person meetings.

Specifically, National Security and Defense Council Secretary Rustem Umerov held consultations with US special envoy Jared Kushner to establish a timetable and venue for comprehensive negotiations.
“Yesterday our negotiating group was in contact: Umerov spoke with Kushner,” Zelensky said. “They are arranging a meeting, and I am also ready to meet with them.”
Zelensky explained that Kyiv had anticipated convening discussions with American representatives on the sidelines of high-level European summits in Brussels earlier in the week, though that encounter did not materialize. However, the Ukrainian leader affirmed that both teams are working to finalize the format and timing of a bilateral meeting within the coming week.
“We support the possibility of dialogue – anything to stop [Russian President Vladimir] Putin, at least in the format of an energy ceasefire,” Zelensky stated. “It is preferable to end this war completely, but we must start somewhere. At the very least, meetings are necessary, and these meetings are being planned.”

Diplomatic maneuvering
The diplomatic outreach arrives as Kyiv navigates complex negotiations surrounding prospective truces to shield municipal infrastructure ahead of the winter heating season.
Trump previously declared an immediate “energy ceasefire” between Russia and Ukraine on Oct. 11, asserting that both belligerents had agreed to halt strikes against power grids and petrochemical facilities.
However, implementation mechanisms have remained ambiguous, with Russian forces sustaining long-range missile and drone attacks against Ukrainian electricity generation and transmission infrastructure.
Zelensky has reiterated that Ukraine is prepared to halt asymmetric drone strikes on Russian oil refineries provided Moscow agrees to a reciprocal, verifiable cessation of strikes against Ukrainian municipal energy networks, backed by binding international guarantees.
US envoy contacts
The coordination between Umerov and Kushner follows parallel diplomatic tracks explored by Washington to initiate consultations with the Kremlin.
Earlier in the month, Russian state news agency TASS reported that Kushner alongside fellow US special envoy Steve Witkoff could visit Moscow in mid-to-late October following a telephone discussion between Trump and Putin on Oct. 9.
Following that call, Kremlin foreign policy aide Yuri Ushakov told Russian state media that Putin rejected resuming formal peace negotiations, asserting that Russian forces hold the operational initiative along the front line and indicating that Moscow intends to continue hostilities until all operational objectives are met.
