MULTAN: The Punjab Child Protection and Welfare Bureau has rejected the registration application of Idara Khudi, where 15-year-old orphan Waseem Abbas was residing before he was deliberately run over by a car in Multan, ARY News reported.
The bureau issued a notification following a meeting of the registration committee held on October 20, 2026.
According to the notification, the committee expressed concerns over the arrangements for the protection and supervision of children at the institution.
The notification stated that the relevant authorities are investigating the facts and circumstances surrounding Waseem Abbas’s death.
The registration committee rejected the institution’s application in light of the recommendations made during its October 20 meeting.
However, the bureau clarified that the rejection of the registration application does not constitute a final determination of criminal responsibility or establish fault on the part of any individual.
The Punjab Child Protection and Welfare Bureau has also issued a letter to the general secretary of Idara Khudi.
Meanwhile, police have registered cases under child labour laws against Touqeer Nazir, the main accused in Waseem Abbas’s death, and Shoaib, the owner of the orphanage where the teenager had been living.
According to police, the cases were registered on the complaint of the Labour Department over alleged violations of child labour laws.
An FIR against Touqeer Nazir was registered at DHA Police Station, while a separate case against orphanage owner Shoaib was registered at BZU Police Station.
Police said Waseem had been living at the orphanage before being handed over to Nazir to learn electrical work. The teenager was subjected to forced labour while working under the contractor.
The orphanage owner, Shoaib, was already in police custody in connection with the investigation, sources said.
Meanwhile, Touqeer Nazir was killed in an alleged encounter with Punjab’s Crime Control Department (CCD) in Bahawalpur on Wednesday, police said.
CCD officials said police attempted to stop two motorcyclists near the Northern Bypass in Bahawalpur. However, the suspects allegedly opened fire while trying to flee.
