Mozambique Geopolitics Explained 2026

MOZAMBIQUE · GEOPOLITICS

Mozambique geopolitics matters to Americans because the country is building two large gas export projects, and a US government bank backs one of them.

China, Russia, the European Union, India and the Gulf states are all competing for influence in Maputo, the capital.

Mozambique Geopolitics at a Glance

Mozambique is a country of 35.6 million people in southern Africa, with a long coast on the Indian Ocean. The World Bank puts its economy at US$22.3 billion in 2025, which is small for its size.

President Daniel Chapo has led the country since 15 January 2025. He belongs to Frelimo, the Mozambique Liberation Front, which has governed alone since independence from Portugal in 1975.

Foreign Minister Maria Manuela Lucas chaired a joint commission with Botswana in Gaborone on 25 September 2026. Her ministry handles most of the contact with the powers described below.

The government says it wants friends in every direction rather than one patron. For wider background, see Mozambique in Africa, Mozambique’s regional ties and Mozambique Explained 2026.

Gas Is the Main Prize

Mozambique geopolitics starts with gas, such as Mozambique LNG in far northern Cabo Delgado Province. TotalEnergies of France operates it with a 26.5% stake, and it costs about US$20 billion.

The partners declared force majeure in 2021, after an insurgent attack, and lifted it on 7 November 2025. Construction restarted in January 2026, and first LNG is expected in 2029.

LNG means liquefied natural gas, gas cooled into a liquid so ships can carry it. TotalEnergies said in September 2026 that the area holds 65 trillion cubic feet of gas and that about 10,000 people were working on site.

Who Owns the Gas

The other owners of Mozambique LNG (Area 1) are Mitsui of Japan with 20% and the state company ENH with 15%. ONGC Videsh of India holds 10%, as do Beas Rovuma and BPRL, and PTTEP of Thailand holds 8.5%.

The second project, Rovuma LNG, sits in a neighbouring block called Area 4. ExxonMobil leads it, with ENH, China’s CNPC, Eni of Italy and KOGAS of South Korea among the partners.

Money and Timing

ExxonMobil says Rovuma LNG would make 18.6 million tonnes of LNG a year, with start-up expected in 2031. It also expects about US$150 billion in revenue for the Mozambican government over 30 years.

The partners are working towards a final investment decision in 2026. S&P Global Ratings expects gas to help public finances only after about 2030.

China, Zero Tariffs and a Closer Partnership

China hosted President Chapo for a state visit from 16 to 22 April 2026, a high point of Mozambique geopolitics in 2026.

China’s foreign ministry says Chapo called himself the first African leader to make a state visit to China in 2026.

On 21 April 2026 the two leaders agreed to build a China-Mozambique community with a shared future. More than 20 cooperation documents were signed, covering the Belt and Road programme, trade, health and news media.

Xi also said China would apply zero tariffs from 1 May 2026 to all 53 African countries that have diplomatic ties with it. Mozambique, for its part, follows the one-China principle and backs Beijing on Taiwan.

In 2023, according to World Bank trade data, China bought US$1.18 billion of Mozambican goods and sold it US$1.55 billion. India was the single largest buyer that year at US$1.29 billion, and South Africa was the largest seller at US$2.34 billion.

China is also present in the gas. State-owned CNPC is a partner in Rovuma LNG, and a Chinese engineering firm sits in the group picked as onshore builder in August 2026.

On a smaller scale, construction began on 3 August 2026 on a National Surgical Centre at Maputo Central Hospital. China is financing it with US$42 million, and Chinese companies are building it.

The Maputo–Katembe suspension bridge, which opened in 2018, is a visible example of earlier Chinese-financed building in the capital.

The United States, Gas Loans and Counterterrorism

In Mozambique geopolitics, Washington matters through gas, and a US Export-Import Bank loan of nearly US$5 billion backs Mozambique LNG. The bank approved it in March 2025 after the project froze in 2021, and ExxonMobil also leads Rovuma LNG.

On 4 October 2026 the Mozambican presidency said Chapo and President Donald Trump met briefly in New York, at a United Nations summit. It said they covered the second compact with the Millennium Challenge Corporation, a US aid agency, and health.

The presidency said both sides see room for closer work on critical minerals, agriculture, infrastructure and counterterrorism. Chapo also had a breakfast with about 25 business executives and a meeting with ExxonMobil’s upstream president in New York in September 2026.

The African Growth and Opportunity Act, known as AGOA, gives eligible sub-Saharan countries duty-free access to the US market. President Trump signed its renewal on 3 February 2026, running to 31 December 2026 and applying back to 30 September 2025.

Direct trade is modest. In 2023 Mozambique sold US$114 million of goods to the United States and bought US$180 million, according to World Bank trade data.

Russia, Turkey, BRICS and the UN

Russia’s foreign minister, Sergei Lavrov, visited Maputo on 9 July 2026, a notable moment in Mozambique geopolitics. He met President Chapo and Foreign Minister Lucas.

Lavrov called the fight against terrorism another area of strategic partnership and said Russia was ready to support Mozambique’s requests.

Lavrov said the two countries coordinate closely at the United Nations. Both sides also agreed to prepare the next meeting of their joint trade commission.

Trade is thin: in 2023 Mozambique bought US$144 million of Russian goods and sold almost nothing back, according to World Bank trade data.

Turkey is a smaller player but active on defence. It has held a defence industry forum in Maputo.

A senior Turkish defence industry official said Turkey has signed defence industry cooperation agreements with 30 African countries, including Mozambique.

Mozambican defence officials have discussed a defence fund based on the Turkish model. Defence spending fell from US$491 million in 2024 to US$322 million in 2025, the Africa Defense Forum reported in January 2026.

In Mozambique geopolitics, BRICS is not yet a factor, since Mozambique is not a member of the emerging-power club. It is also absent from the nine partner countries whose status took effect on 1 January 2025.

At the United Nations, Mozambique abstained on the General Assembly resolution of 2 March 2022 that demanded Russia withdraw from Ukraine. It abstained again on 24 March 2022, on a resolution that held Russia responsible for the humanitarian crisis.

A former foreign minister, Leonardo Simão, said in April 2022 that Mozambique gives primacy to negotiated solutions to conflicts. That reading fits a government that signs gas deals with Americans, Europeans and Chinese firms and also welcomes the Russian foreign minister.

India, the Gulf and Brazil

India is both a buyer and an investor in Mozambique geopolitics. It was the largest destination for Mozambican exports in 2023, and ONGC Videsh, its state-owned explorer, holds 10% of Mozambique LNG.

The United Arab Emirates is building a closer political link. President Chapo met UAE President Sheikh Mohamed bin Zayed Al Nahyan in Abu Dhabi on 13 January 2026.

The two leaders spoke by telephone in June 2026 about raising ties to a new strategic level.

The UAE sold Mozambique US$1.04 billion of goods in 2023, and Saudi Arabia sold US$266 million. In June 2026 Chapo also thanked the UAE for its quick relief after recent floods.

Brazil is reviving an old relationship. President Luiz Inácio Lula da Silva visited Maputo on 23 and 24 November 2025, and nine agreements were signed.

A Brazilian Senate committee also backed a plan to restructure US$143 million of Mozambican arrears, with 3.6% interest and ten half-yearly instalments. Lula said the development bank BNDES should resume export financing.

Europe, Soldiers and Aid

Europe plays a quieter part in Mozambique geopolitics, mainly by training soldiers through a mission called EUMAM Mozambique. The EU extended it on 14 May 2026 until 31 December 2026.

Commodore César Pires Correia commands more than 80 military and civilian staff from 11 EU states and Serbia. The mission says it has trained about 1,200 Mozambican soldiers since September 2024.

On 9 June 2026 the EU signed four Global Gateway agreements worth EUR 178 million (about US$200 million). They cover electricity access (about US$45 million), digital skills (about US$31 million), farm businesses (about US$67 million) and education (about US$56 million).

Europe is also a gas player through TotalEnergies of France and Eni of Italy. Britain, the Netherlands and Italy were among Mozambique’s larger export markets in 2023, according to World Bank trade data.

Security, Debt and the Limits of Influence

Mozambique geopolitics is shaped by need, because the country wants security in the north and money at home. An insurgency has troubled Cabo Delgado since 2017, and Rwandan forces operate in the province, where Chapo has praised their role.

The Institute for Security Studies argued on 5 October 2026 that the army is losing ground despite years of foreign training. Human Rights Watch reported that attacks between 10 and 23 November 2025 killed 33 people and displaced about 108,000.

S&P Global Ratings cut Mozambique’s foreign-currency rating from CCC+ to CCC on 25 September 2026, with a negative outlook. It cited pressure on dollars, arrears and a growing chance that Mozambique restructures its US$900 million Eurobond due in 2031.

The IMF programme was suspended in April 2025, S&P says, and the IMF judged public debt unsustainable in February 2026.

The Mozal aluminium smelter, 63.7% owned by South32, went into care and maintenance on 15 March 2026. The owner said it had failed to secure affordable power.

These pressures give lenders and gas companies a strong voice in Maputo. They also explain why the government courts every partner at once.

What It Means for US Readers

Mozambique geopolitics already involves American money. A US export bank loan of nearly US$5 billion backs Mozambique LNG, and ExxonMobil is the lead company in Rovuma LNG.

If the gas projects stay on schedule, Mozambique could supply LNG to Asia and Europe from 2029 and 2031. A delay or an attack would affect global gas supply and the companies involved.

In Mozambique geopolitics, Chinese and Russian engagement also matters to Washington. Chinese state companies are partners and builders in the gas sector, and Russia is offering security help.

US travellers and investors should note that Mozambique’s credit rating is CCC and its government is short of dollars. Direct trade with the United States is small, but the gas stakes are not.

What Is Not Known

Timing matters for Mozambique geopolitics, and it is not yet clear whether Rovuma LNG will reach a final investment decision in 2026. ExxonMobil said on 10 August 2026 that the partners are working towards that decision in 2026.

No one has said what a new IMF programme would require, or whether Mozambique will restructure its Eurobond first. A state visit to Russia is on President Chapo’s 2026 programme, and no date has been confirmed.

The detailed terms of the 20-plus agreements with China are not in the official summary. Beijing’s account lists the areas covered, but not the sums.
