BlockchainReporter and Crypto News Flash both cover the OCC's final GENIUS Act stablecoin rule but give different dates for the proposed rule that preceded it.
What all sources agree on
- The OCC finalized its GENIUS Act payment stablecoin rule on October 21, 2026.
- The final rule and the GENIUS Act both take effect on January 18, 2027.
- The proposed rule had included a presumption treating certain third-party or affiliate stablecoin rewards arrangements as prohibited yield, and the final rule dropped or softened that presumption.
- The ban on issuers paying interest or yield directly to stablecoin holders remains in the final rule.
- The rule covers reserves, redemption, custody, capital, audits, reporting and risk management for payment stablecoin issuers.
- Anti-money-laundering and sanctions requirements are not part of this rule and will be addressed separately with the Treasury.
- The GENIUS Act was enacted in July 2025.
- The OCC will announce separately when it begins accepting applications and waiver requests from issuers.
Where the reports disagree
1Date the OCC published its notice of proposed rulemaking (NPRM) for this rule
The OCC published its notice of proposed rulemaking on March 2, 2026, closed the formal comment window on May 1, and kept accepting late comments through July 1. … The OCC finalized its rule 233 days after proposing it.
BlockchainReporter 2026-10-21 17:14
In its February 25, 2026 proposal, the OCC set out a rebuttable presumption, meaning a legal assumption that an arrangement is prohibited unless the company proves otherwise.
Crypto News Flash 2026-10-21 13:05
What would settle it: The OCC's official notice of proposed rulemaking as published in the Federal Register, which would carry the actual publication date.
What to make of it
Treat the October 21, 2026 finalization and January 18, 2027 effective date as settled across sources, but the exact date the OCC proposed the rule is unresolved — BlockchainReporter and Crypto News Flash give different dates, and only the Federal Register notice itself would settle which is correct.
