Imphal, Oct19: The Kuki Youth Organization (KYO) General Headquarters has demanded an independent National Investigation Agency (NIA) probe into the October 17 attack on Chassad village in Manipur’s Kamjong district, including the alleged role of former Superintendent of Police (in-charge) Tholu Rocky and security lapses.
In a statement issued on October 19, the organisation also reiterated its demand for a separate administration for the Kuki-Zo community, citing recurring violence and a loss of trust in state authorities.
The attack reportedly left one civilian dead, four injured and more than 15 houses burnt. On October 18, the state government transferred Rocky to the Manipur Police Training College (MPTC) following allegations and protests over the incident.
The KYO called for an impartial NIA investigation into the civilian deaths, the alleged involvement of armed groups, including NSCN-IM, possible misconduct by security personnel and Rocky’s conduct during the attack.
Rejecting the transfer as an adequate response, the organisation said, “transfer alone is not accountability”, and demanded legal prosecution of any officer or official found negligent or complicit. The allegations against Rocky remain unproven.
The KYO also urged the state government to deploy central security forces impartially, ensure unhindered access to essential supplies for displaced villagers and provide adequate compensation to affected families.
Reiterating its demand for a separate administration, the organisation said it was necessary to protect the lives, land, identity and future of the Kuki-Zo community.

The controversy has drawn opposing reactions from community organisations. While Kuki-Zo groups have demanded criminal accountability and an independent investigation, Naga tribal bodies, including the Joint Tribes Students’ Association (JTSA), Poumai Naga Tsiidoumai Me (PNTM) and Kamjong Katamnao Long (KKL), have condemned the allegations against Rocky as baseless and sought the immediate revocation of his transfer.
