Guyana geopolitics matters to Americans because a US-run oil field off its coast pumps about 900,000 barrels a day. Venezuela claims much of the country, China holds a quarter of that oil block, and Washington is the main security partner.
This guide explains what each power wants from Guyana, with dates and figures as of October 2026.
Guyana Geopolitics in Brief
Guyana is a small country on the north coast of South America, with 878,674 people at its 2022 census. It is the only English-speaking nation on the continent and a founding member of CARICOM, the Caribbean Community.
President Irfaan Ali was re-elected in September 2025. In October 2026 Bharrat Jagdeo was Vice President and Mark Phillips Prime Minister, and Hugh Todd was Foreign Minister as of September 2026.
Oil explains why great powers now pay attention. The Ministry of Finance’s mid-year report of September 2026 says the economy grew 33.3% in the first half of 2026.
Three facts shape Guyana geopolitics. A US company runs the oil, Venezuela disputes the border, and Guyana leans on Washington for security.
More background sits in the Rio Times Guyana section and in Guyana in Latin America. The neighbours are covered in Guyana and its neighbours in the Guianas, and the oil boom in Guyana Explained.
The Oil Block at the Centre
The Stabroek Block lies offshore in the Atlantic. ExxonMobil operates it with a 45% stake, Chevron holds 30% after taking over Hess in July 2025, and CNOOC holds 25%.
The Finance Ministry reports 163.3 million barrels produced in the first half of 2026, from four floating production vessels. Production averaged about 902,000 barrels a day, up from about 639,000 a year earlier.
Guyana’s state earns money mainly through a share of the oil, called profit oil. It received US$1,778.6 million from this in the first half of 2026.
The money goes into the Natural Resource Fund, a sovereign savings account. Its balance stood at US$4,294.2 million at the end of June 2026, after withdrawals of US$1,020 million.
This one block is why Guyana geopolitics draws Washington, Beijing and Caracas. Each wants either the oil, the revenue or the security of the sea lanes around it.
Venezuela and the Essequibo Claim
Venezuela claims Essequibo, the region west of the Essequibo River. It covers about 160,000 square kilometres, and 313,175 people lived there at the 2022 census.
A tribunal in Paris fixed the border on 3 October 1899, and Guyana says that award settled the matter. Venezuela first challenged it in a letter to the United Nations in February 1962.
Guyana took the dispute to the International Court of Justice, the UN’s top court in The Hague, on 29 March 2018. The court ruled on its jurisdiction on 18 December 2020 and rejected a Venezuelan objection on 6 April 2023.
On 1 December 2023 the court told Venezuela to refrain from changing the situation in the disputed land. On 1 May 2025 it ordered Venezuela not to hold or prepare elections there.
Public hearings on the merits ran from 4 to 11 May 2026. The court’s website shows no date for the judgment.
Ali said in September 2026 that he expects a ruling early in the new year. He added that Venezuela’s leaders do not intend to accept it, and that Guyana is prepared for any reaction.
Venezuela’s politics changed on 3 January 2026, when a US operation removed President Nicolás Maduro. Delcy Rodríguez is now interim president, and on 11 May 2026 she said Venezuela would reject a ruling upholding the 1899 award.
Ali said in September 2026 that Venezuelan rhetoric has “reduced substantially” since Maduro’s arrest.
Ali and Maduro had pledged in the Argyle Declaration of December 2023 not to escalate the dispute. Brazil and CARICOM observed that meeting.
The United States as Security Partner
Washington is Guyana’s closest ally. On 24 September 2025 the US State Department said Secretary of State Marco Rubio reaffirmed US support for Guyana’s territorial integrity.
On 11 August 2026 Deputy Secretary of State Christopher Landau and Foreign Minister Todd signed a security and counter-narcotics memorandum in Georgetown. It builds on a March 2025 agreement, and the US will provide US$2 million for air-domain awareness and drone capabilities.
Military ties are close.
On 23 May 2026 Ali and his security chiefs visited the US carrier USS Nimitz. The ship was exercising with the Guyana Defence Force.
Under a shiprider agreement, Guyanese officers ride on US ships on anti-drug patrols. As of October 2026 no public agreement for a US base in Guyana has been found.
On 22 September 2026 Ali signed a memorandum of the Shield of the Americas, a US-led security grouping that lists 15 countries. It focuses on economic resilience, security and joint action against drug-trafficking groups.
Guyana’s alignment has a price in the Caribbean.
In May 2026 Guyana and Trinidad and Tobago reserved their positions on a CARICOM statement. It warned against US military action in Cuba.
Guyana has also ended its Cuban medical brigade programme, after US concerns about trafficking and visa threats against officials.
Trade, Loans and Minerals With Washington
The US is Guyana’s largest source of foreign investment and a leading trading partner, according to Senior Minister Ashni Singh in July 2026. He said trade between the two exceeded US$25 billion over the past decade.
US trade policy has also bitten.
On 24 July 2026 a 12.5% tariff took effect on most Guyanese goods. It was part of US action against 60 countries over forced-labour import rules.
Permanent Secretary Sharon Roopchand-Edwards of the Foreign Ministry told a US hearing in July 2026 that Guyana knew of no forced-labour goods. She said Guyana was negotiating a reciprocal trade agreement with Washington.
The US Export-Import Bank has approved a US$526 million loan for the Wales gas-to-energy project, meant to bring cheaper power to Guyana. The Finance Ministry’s debt table shows US$240.8 million owed to US lenders at the end of June 2026.
Minerals are the newest front.
On 7 August 2026 the US Department of War announced US$85.5 million for a bauxite mine in Guyana. Private investors would add US$64.5 million.
The stated aim is to cut US reliance on China for the refractory bauxite used in heat-resistant materials. The State Department said Landau’s August visit would cover energy and critical minerals.
China, Between Contractor and Rival
China arrived in Guyana as a builder and lender before oil mattered. Its state company CNOOC now holds 25% of the Stabroek Block, as a minority partner of ExxonMobil.
A Chinese consortium led by China Railway Construction built the Demerara River Bridge, which opened in October 2025.
Minister Juan Edghill put the cost at US$260.8 million. A €160.8 million loan from the Bank of China (about US$172 million at signing) helped pay for it.
The Finance Ministry’s debt table shows US$443.0 million owed to China Eximbank, CAMCE and China Road and Bridge at the end of June 2026. That is about 13% of Guyana’s US$3,306.4 million external debt, and Bank of China is listed separately at US$109.6 million.
Trade is growing fast. Guyana’s statistics bureau estimated US$1.79 billion in two-way trade in 2025, while the Chinese embassy cites US$2.89 billion.
Chinese ambassador Yang Yang wrote in May 2026 that Chinese firms had invested about US$13 billion by the end of 2025. He said six regional hospitals built by Chinese companies are now operating.
Washington reads this presence as a risk, and the bauxite deal shows its answer. Georgetown, for its part, says it wants to diversify beyond oil and keep Chinese cooperation in renewable energy and infrastructure.
One more bridge is in play.
In December 2024 Public Works Minister Juan Edghill said China Road and Bridge Corporation was chosen to build a Corentyne River bridge. It would link Guyana and Suriname.
Europe, the Gulf, India, Russia and Turkey
The European Union is represented in Georgetown by Ambassador Luca Pierantoni. The EU and Guyana trade under the EU-CARIFORUM Economic Partnership Agreement.
A Guyana Chronicle report of October 2025 says 66% of Guyana’s crude oil went to Europe in 2024. In early October 2026 Ali called the EU’s Schengen visa process for Guyanese “backward”, because applicants must travel to Suriname or Trinidad for biometrics.
Qatar is the Gulf partner in the news. Ali made a state visit to Qatar from 6 to 10 September 2026, and Todd signed an agricultural-technology memorandum with Qatar’s municipality minister.
The Finance Ministry’s debt table also lists small loans at the end of June 2026. They came from Kuwait (US$16.0 million), the United Arab Emirates (US$9.1 million) and Saudi Arabia (US$1.2 million).
India wants Guyanese crude. Prime Minister Narendra Modi visited in November 2024, and a memorandum on hydrocarbons followed.
India’s new High Commissioner, Chinmoy Naik, presented his credentials to Ali in October 2026. India is owed US$82.2 million by Guyana at the end of June 2026.
Russia plays a minor role. Its foreign ministry spokeswoman, Maria Zakharova, called in December 2023 for both sides to refrain from actions that could unbalance the situation.
On 24 February 2025 Guyana voted for the General Assembly’s Ukraine resolution, which passed 93 to 18 with 65 abstentions. Turkey appears mainly through Karpowership, whose floating power ships supply about 96 megawatts to the grid.
Guyana is not a member of BRICS, the grouping founded by Brazil, Russia, India, China and South Africa. It is on neither the member list nor the partner list on the official BRICS Brazil website in October 2026.
CARICOM, Brazil and the United Nations
CARICOM has backed Guyana in the border dispute. The bloc’s secretariat is based in Georgetown, which gives Guyana a diplomatic voice beyond its size.
Guyana sat on the UN Security Council in 2024 and 2025. Its ambassador to the UN, Carolyn Rodrigues-Birkett, is a candidate for UN Secretary-General, endorsed by CARICOM on 11 July 2026.
Brazil observed the Argyle talks of December 2023 and shares a long border with Guyana. President Luiz Inácio Lula da Silva visited Georgetown in February 2024.
Suriname, to the east, says it plans to finance the Corentyne bridge itself. Ali said in July 2026 that this was news to him, and Guyana says it wants a joint venture.
What It Means for US Readers
US companies sit at the centre. ExxonMobil operates the Stabroek Block and Chevron holds 30%, so Guyana’s output matters to American oil earnings.
Guyana geopolitics now links trade and security. A 12.5% US tariff on most Guyanese exports sits beside new US funding for bauxite.
Washington treats Georgetown as a partner in its contest with Beijing.
The border is the main risk for investors. A court ruling in Guyana’s favour would settle the law, but Caracas has said it will not accept it.
For travellers, the State Department’s own travel advisory is the guide to current conditions. Policy shifts between Washington and Georgetown can change visa and investment rules quickly.
What Is Not Known
No date has been announced for the World Court judgment. Guyana’s government expects it early in 2027.
Whether Venezuela‘s interim government will obey a ruling is unclear. So is whether Washington would act if Caracas ignored it.
Guyana and the United States were negotiating a reciprocal trade agreement in July 2026, and its terms are not public.
