Bangladesh is seeking a fresh $4 billion-$4.5 billion loan from the International Monetary Fund (IMF) on terms aligned with national interests and economic realities, as the government seeks to restore financial stability, attract investment and protect households from mounting economic pressures.
Finance Minister Amir Khosru Mahmud Chowdhury expressed optimism about reaching an understanding with the IMF at the IMF-World Bank annual meetings in Bangkok on Monday, with further talks scheduled over the next two days.
“We are certainly optimistic about securing a new loan,”he said, acknowledging differences on one or two issues.
“There are one or two areas where differences remain, and we are considering those according to the sequence of priorities,” Khosru said. “We hope the IMF will reach an understanding with us. There is no reason why it should not.”
The government is seeking to move away from the previous administration’s $5.5 billion IMF programme, arguing that some conditions do not adequately reflect Bangladesh’s economic realities and public interests.
Bangladesh received around $3.6 billion under the programme before seeking to suspend the arrangement and negotiate a new deal.
Disagreements centre on taxation, subsidies, revenue mobilisation and banking-sector reforms.
The IMF has pressed for the withdrawal of tax exemptions, rationalisation of subsidies, greater exchange-rate flexibility and measures to strengthen the financial system.
Dhaka has raised concerns about the economic and social consequences of some conditions and wants reforms implemented in phases according to national priorities.
Khosru has maintained that Bangladesh will not accept conditions contrary to national interests.
On 4 October, he said the government would seek financing through domestic and international capital markets rather than rely heavily on loans from multilateral development partners.
Bangladesh needs around $50 billion annually to achieve its development goals, including the ambition of building a $1 trillion economy by 2034, he said.
Meanwhile, Adviser to the Prime Minister on Finance and Planning Prof Dr Rashed Al Mahmud Titumir said Bangladesh had achieved broad policy alignment with the IMF and the World Bank on economic recovery, financial-sector discipline, revenue collection and employment generation.
The government’s five-year economic strategy prioritises domestic and foreign investment, reopening closed factories, expanding social protection and addressing rising energy costs, he told journalists ahead of the annual meetings.
“The people want discipline in the financial sector, higher tax collection relative to GDP, increased spending on social protection and employment generation through industrialisation,” Titumir said.
He stressed that the government would retain ownership of the reform agenda and responsibility for implementation.
Restoring confidence in banks remains a major challenge following irregularities and lending-related disorder under the previous administration.
Refinancing support is needed to rehabilitate the weakened financial system, with discussions under way with the International Finance Corporation (IFC) and other institutions, he said.
Titumir said excessive tax exemptions and irregularities in tax administration had weakened revenue collection, widened the fiscal deficit and constrained public spending.
The government is also arranging special financing to reopen closed factories and encourage investment amid growing unemployment among young and educated people.
Bangladesh is discussing a partnership framework with the World Bank to address pressure on the energy sector from high international oil and gas prices and the conflict in the Middle East, which began on 28 February.
The government has refrained from fully adjusting domestic energy prices to international levels to limit the burden on consumers.
The adviser said a World Bank team would visit Bangladesh for further discussions.
“I think we are on the right track,” he said.
Titumir said the government planned to support poor households through programmes such as the Family Card, following a rise in poverty highlighted in a recent World Bank report.
Assessments by independent research institutions suggest such initiatives could reduce the poverty rate by around five percentage points over five years, he added.
Beyond multilateral loans, the government is pursuing domestic resource mobilisation and foreign investment.
Titumir said investment from China had begun, while the government had engaged with Japanese companies, including Toyota and Marubeni Corporation.
A US delegation had also visited Bangladesh, and discussions were under way with Silicon Valley-based investment platform Plug and Play and major technology companies.
Bangladesh is expanding cooperation with the World Bank, the Asian Development Bank (ADB), the Asian Infrastructure Investment Bank (AIIB) and the Islamic Development Bank (IsDB). Titumir said the ADB had announced assistance worth $5 billion.
He also highlighted opportunities to expand trade with Thailand through agro-processing, food production, maritime connectivity and regional supply chains.
Investment in processing seasonal fruits could reduce post-harvest losses, increase farmers’ incomes and create export opportunities.
The government aims to combine development-partner financing, foreign investment and domestic resources to support recovery, with financial stability, industrialisation, social protection and job creation central to its economic strategy, Titumir said.
