The Roads Authority (RA) says it is addressing challenges delaying the implementation of some road projects across the country.
RA chief executive officer Hippy Tjivikua said this in a statement this week while responding to concerns raised by various road users including regional councils and communities about the pace of road construction projects across the country.
He said all road projects remain active and have not been abandoned.
“The RA acknowledges these concerns and reiterates that the implementation of national road infrastructure projects continues in a phased, structured and fiscally responsible manner.
“It is incorrect to suggest that the government, the RA or the Road Fund Administration (RFA) has abandoned any road project. All outstanding sections of ongoing projects remain active commitments of the government, RA and RFA, and their implementation will continue subject to annual funding availability,” he said.
According to Tjivikua, the three institutions will continue to collaborate closely to ensure that projects, particularly those at advanced stages of construction, are completed within a reasonable timeframe.
“This includes ongoing technical reviews, funding discussions and prioritisation exercises aimed at sustaining progress. Road construction and maintenance in Namibia are significantly influenced by funding availability, competing national priorities and the broader fiscal pressures facing the country.
“These realities require projects to be implemented in phases, aligned with national budget cycles and sustainable financing arrangements. Road infrastructure is capital-intensive and requires substantial financial resources,” he said.
According to Tjivikua, the two institutions including the government are actively engaged in discussions to strengthen and diversify funding arrangements for road construction and maintenance.
“These engagements are intended to ensure that Namibia’s road network is maintained and expanded in a carefully planned manner despite prevailing fiscal constraints.
“They include short-, medium- and long-term financing strategies, phased implementation plans, and measures to safeguard the continuity of strategic access roads, district roads and critical national road corridors.”
