Egypt Troops Vote on Saudi Defence 26 Oct

EGYPT · SECURITY

The Egypt troops vote is set for Monday 26 October, when parliament will decide by name on sending forces to Saudi Arabia. Lawmakers put off the decision on Monday 19 October after two days of closed-door debate, the Egyptian daily Al-Masry Al-Youm reported.

President Abdel Fattah el-Sisi’s request needs two-thirds of the House, and approval would send troops from Egypt, a US aid recipient, to defend Saudi Arabia. Washington is watching because Saudi Arabia is a US partner and the Red Sea leads to the Suez Canal.

What Parliament Decided on Monday

The House met in a closed session on Monday 19 October and decided to hold the Egypt troops vote next Monday. The sitting ran about 90 minutes and began two hours late, as Speaker Hisham Badawi and many members attended the opening of the Egypt Forum.

On Sunday 18 October, about 300 deputies asked to speak, so Badawi announced that more than one sitting would be needed. Parliamentary sources told Al-Masry Al-Youm that members wanted details of the decision before they voted.

Who Backs the Request and Who Does Not

Nation’s Future, the main pro-government party, said through its parliamentary head, Ahmed Abdel Gawad, that it backs the request. Homeland Defenders, the National Front and the Republican People’s Party, three other parties that generally support the president, also announced approval, parliamentary sources said.

The Wafd, Egypt’s oldest liberal party, the small Justice Party and the Salafi Nour Party, which follows a strict Islamic line, issued statements of support. The Egyptian Social Democratic Party, a small liberal-leaning party, told its deputies to abstain, citing national security, economic cost and the risk of escalation.

Deputy Maha Abdel Nasser rejected the request, calling the mandate open-ended and vague and urging a diplomatic solution instead. Zakaria Hassan also opposed it, while Ahmed Farghaly abstained, citing the economy, the lives of soldiers and the risk to the Suez Canal.

Atef Maghawry, head of the parliamentary group of the leftist Tagammu Party, backed giving the president authority to pursue diplomatic steps. Three other deputies voiced reservations and favoured diplomacy over sending forces abroad: Mohamed Abdel Alim Dawood of the Wafd, Mahmoud Sami and Diaa el-Din Dawood.

How the Vote Will Work

Article 152 of the constitution bars the president from sending troops on a combat mission abroad without the National Defence Council’s opinion and two-thirds approval. The House rules add that the vote takes place in an urgent closed session called at the president’s request.

In the Egypt troops vote, each member answers yes, no or abstain when called by name, and abstentions count neither for nor against. An abstaining member must file written reasons before the sitting ends, and if too few members vote, the vote moves to another sitting.

If the required majority is missing at the postponed sitting, the request is treated as rejected under the House rules. The House used a roll call in a closed session in July 2020, a first, when it approved sending troops to Libya.

What Sisi Asked For

On Saturday 17 October, at a military academy graduation, Sisi said Egypt is ready to help defend Saudi security and sovereignty. He asked parliament to hold an emergency session to consider authorising such a move.

Saudi Arabia has faced attacks from the Houthis, an Iran-aligned armed movement that controls Yemen’s capital, Sanaa. The Egyptian daily Youm7 reported on Tuesday 20 October that the Saudi-led coalition in Yemen destroyed a missile the Houthis fired toward Riyadh.

What It Means for US Readers

Egypt is a close US security partner and long-time aid recipient, so its troop decisions shape American planning in the Middle East. A yes would put Egyptian forces beside Saudi Arabia, another US partner, against the Houthis, who have attacked Red Sea shipping.

The Suez Canal links Asia and Europe, and ships pass the Bab el-Mandeb strait beside Djibouti, home to the main US base in Africa. The Egypt troops vote therefore matters to US importers and investors, because deputies warned a wider war would hit canal income and the economy.

What Is Not Known

No public count shows how many deputies will vote yes, no or abstain in the Egypt troops vote on Monday 26 October. Critics such as Abdel Nasser call the mandate open-ended and vague.

It is unclear what force would go, how large it would be, and whether it would operate on land, at sea or in the air. Parliamentary sources have not named a date for any deployment.

Frequently Asked Questions

Why is Egypt’s parliament voting on sending troops to Saudi Arabia?

The constitution requires parliament to approve any combat deployment abroad. President Sisi asked for it on 17 October after saying Egypt is ready to help defend Saudi Arabia.

When is the Egypt Saudi troops vote?

The Egypt troops vote is set for Monday 26 October in a closed session of the House of Representatives. Members will be called by name and answer yes, no or abstain.

How many votes does the request need?

The Egypt troops vote needs two-thirds of all members of the House, not just those present. With 596 seats, that is about 398 votes if every seat is filled.

Has Egypt’s parliament approved troops abroad before?

Yes, in July 2020 the House voted by name in a closed session to approve sending troops on combat missions abroad, in Libya. That was the first roll call in a closed session.

Why does a vote in Cairo matter in the United States?

Egypt is a long-time recipient of US military aid and controls the Suez Canal, a main route for world trade. Saudi Arabia is also a US partner, so a deployment would affect American planning in the region.
