Kuwait’s Directorate General of Civil Aviation (DGCA) issued a public clarification to remove confusion about Circular No. 58/2026 which covers the display of airport fee codes on commercial airline tickets.
Responding to the latest queries, Abdullah Al-Rajhi, the official spokesman of the DGCA, said the circular is not creating an entirely fresh, new level of passenger charges.
Rather, the circular is harmonizing the way the charges have been presented-currently some are several years old, while some are recent-to be fully transparent.
According to the new rules, all the airlines and qualifying travel agents operating in and through Kuwait will have to specify each specific Airport Fee and its value in detail on the Tickets of the passengers, thus enabling them to avoid any miscellaneous fees and to expedite the refund or cancellation of the Ticket if necessary.
“This initiative provides direct reinforcement to the traveller protection rights and in essence helps formulate a transparent transaction process between the consumers and the ticketing operators,” said Al-Rajhi.
The DGCA has reiterated that these implementations must be observed by all air carriers and tourism operators.
The authority said in a statement it would continue to oversee the air transportation industry and ensure it remains within regulatory guidelines and offers transparency “to maintain the safety and security of passengers, as well as to ensure fairness in the industry.”
