Sencia El Campín Sanctions: 3 Steps Before Any Penalty

ANALYSIS · COLOMBIA

Sencia El Campín sanctions are not automatic, and Bogotá must follow a contractual process before any penalty applies. The city’s sports institute opened that review on Wednesday, a day after a top-flight match was cancelled over the pitch.

For foreign readers, the coming weeks will show whether a Latin American capital can enforce a large public-private partnership. They will also decide whether late-October concerts and Bogotá league matches go ahead at the city’s main stadium.

Where the Dispute Stands Now

The Dimayor, which runs Colombia’s professional football leagues, cancelled Millonarios against Once Caldas on Tuesday 13 October. It blamed the “lamentable” state of the field and said it acted to protect the players.

Mayor Carlos Fernando Galán then asked the IDRD, the Bogotá District Institute for Recreation and Sport, to open a breach process. On Wednesday the institute said it was assessing possible breaches by Sencia with its independent contract supervisor.

Sencia, the company that administers, operates and maintains El Campín, apologised to fans after the cancellation. It said it respects the decision of the sporting authorities and will work with the Dimayor, the IDRD and the clubs.

Sencia El Campín Sanctions: The Next Steps

The first step is technical rather than legal. The IDRD will ask Sencia for a contingency plan with recovery measures, timelines and the conditions for football to return.

The independent supervisor will then assess whether the operator breached its obligations on the grass. IDRD director Daniel García Cañón has stressed that any measure depends on that evaluation and the contractual procedure.

Only after that can the city choose among the tools in Chapter 12 of the contract. These are discounts tied to quality indicators, fines and the application of a penalty clause.

García Cañón told Caracol Radio that a cut in Sencia’s payment was also possible, and that the city was acting quickly. Speaking to Noticias RCN, he said the contract carries more than 500 indicators and all operating risks sit with Sencia.

A contract amendment signed on 27 February 2026 added a specific grass-monitoring procedure to the stadium’s operating manual. García Cañón says that change now gives the city the tools to track the turf and apply sanctions.

No timetable for the supervisor’s report or for a decision has been published. The process could therefore run on while the pitch problem keeps affecting matches.

What Happens to Matches and Concerts

The Dimayor postponed Santa Fe’s home game against Jaguares, set for Thursday 15 October, after a new pitch inspection on Wednesday. It then moved Millonarios against Once Caldas to Tuesday 20 October and Santa Fe against Jaguares to Wednesday 21 October.

Millonarios’ home match against Jaguares returns to its original date of Saturday 17 October, so El Campín faces three games in five days. The IDRD has offered the Estadio Metropolitano de Techo, another venue it manages, as an alternative for professional matches.

The IDRD will also ask Sencia to review the concerts set for 24 and 31 October so the grass can recover. That is a request rather than an order, because the operator controls the stadium’s programming under the contract.

“The priority of El Campín stadium is football, above shows,” García Cañón said in the institute’s statement. That line suggests the city will push to protect the league calendar if the two goals collide.

The Longer View for the Concession

The dispute comes as Sencia builds a new stadium on the same site, with work under way since Wednesday 30 September 2026. Galán expects the new ground, for more than 60,000 spectators, to open by late 2028.

Sencia committed COP 2.4 trillion (about US$754 million at Banco de la República’s 14 October rate of COP 3,181.74) in private investment. In return it earns income from the stadium and the surrounding complex across a 29.2-year concession.

The IDRD has said the stands will be rebuilt one at a time, so football can continue during the works. That makes the state of the current pitch a recurring test rather than a one-off problem.

In January 2026 Corficolombiana, an investment holding company in the Grupo Aval financial group, agreed to buy 51% of Sencia. Any sanction would therefore also concern a major Colombian financial group, not only the operator.

What It Means for You

Travellers holding tickets for El Campín concerts on 24 or 31 October should check with promoters before booking flights or hotels. Football fans should follow club and Dimayor channels, since dates and venues may still change.

For US investors, the case shows how Colombian partnership contracts tie an operator’s income to quality indicators. A real penalty would show those indicators carry weight, while a quiet settlement would suggest they do not.

The city still holds clear contractual tools, and an alternative venue exists for league football. A credible recovery plan from Sencia could also limit the disruption for fans and visitors.

What Is Not Known

The IDRD has not said how large any fine, discount or penalty could be. Nor has it said when the supervisor’s technical report will be ready.

It is also unclear whether the pitch can cope with three games in five days from Saturday 17 October. The fate of the two late-October concerts remains undecided.
