Police target ฿800 million in Pattaya property across 12 raids, probing suspected foreign nominees and 85 people. Three Chinese men and 100 computers were found at a luxury residence. Illegal landholdings may now face compulsory sales within 180 days.
Police raided 12 Pattaya properties worth ฿800 million on Wednesday, targeting suspected illegal foreign ownership and warning of forced sales within 180 days. Led by Chonburi police chief Police Major General Chatree Suksiri, the operation targeted 12 companies, 11 homes and 16 land plots. Investigators identified 85 Thai and foreign nationals, including British, Chinese and Indian citizens. Meanwhile, a luxury mansion raid uncovered three Chinese men, 100 computers and bank transactions averaging ฿200,000 monthly. The property belongs to a company reportedly owned entirely by Chinese shareholders. Crucially, the raids came just 48 hours after Prime Minister Anutin Charnvirakul ordered a nationwide crackdown targeting ฿14 billion in suspected unlawful property holdings, with investigations due by December.
Police launched a major operation in Pattaya on Wednesday morning, targeting 12 locations linked to property holdings worth ฿800 million. The raids focused on suspected illegal foreign ownership through Thai nominees and company structures.
Investigators identified 12 companies, 11 residential properties and 16 land plots covering approximately 50 rai. Meanwhile, 85 Thai and foreign nationals were identified in the investigation. Land officials warned that illegally held properties could face compulsory sales within 180 days. The operation came just 48 hours after Prime Minister Anutin Charnvirakul ordered a nationwide crackdown on unlawful foreign land ownership.
The raids began at approximately 6 am on Wednesday, 21 October, across Bang Lamung district in Chonburi province. Chonburi Provincial Police Commander Police Major General Chatree Suksiri led the operation. Officers obtained search warrants from Pattaya Provincial Court before entering the targeted premises.
Police and land officials examine 12 Pattaya companies and trace funding behind ฿800 million holdings
In parallel, investigators from Bang Lamung and Nong Prue police stations joined provincial criminal investigators and special operations officers. Officials from the Department of Lands and provincial commercial agencies also participated.
The operation targeted suspected foreign-controlled companies holding land and residential properties around Pattaya. Investigators are examining whether Thai shareholders were genuine investors or nominees acting for foreign financiers.
Crucially, police are tracing the money used to purchase the properties. They also want to establish who controls the companies and their assets. The investigation could lead to criminal charges and compulsory property sales if unlawful arrangements are established.
The 12 locations included luxury houses, residential investments and land holdings. Together, the identified properties have an estimated value exceeding ฿800 million. Police identified 16 land plots covering approximately 50 rai, equivalent to 80,000 square metres.
Furthermore, the investigation covers 11 residential properties and 12 companies linked to the holdings. Officers are examining company records, shareholders and the sources of property purchase funds.
Land officials warn of forced sales as raid uncovers Chinese nationals and computers at Nong Prue mansion
However, the properties have not all been declared illegally owned. Nor has the entire ฿800 million portfolio been confiscated. Instead, police and land officials must establish whether the transactions breached existing restrictions on foreign ownership.
Notably, a Department of Lands official accompanying Wednesday’s operation warned that illegal holdings could face forced disposal within 180 days.
One of the most significant raids took place at a luxury mansion in Nong Prue. The property stands on Soi Ruam Suk 12, Moo 3, within the Pattaya area. The mansion occupies approximately 1.2 rai of land, equivalent to 1,920 square metres.
When police entered the property, they discovered three Chinese nationals inside. Passport checks established that all three had arrived in Thailand on Saturday, 17 October. Consequently, they had been in the country for only four days when officers conducted the search.
Separately, the property’s ownership arrangements were not the only subject of police interest. Inside the mansion, investigators discovered approximately 100 computer sets and associated electronic equipment. The equipment included partially assembled desktop computers, processing units, keyboards and other components.
Some items also carried Chinese markings and serial numbers. Police examined the equipment and took possession of computer components for further investigation.
Police examine 100 computers, bank transactions and Chinese ownership of luxury Pattaya property
At the time, investigators had not established what the computers were intended for. Nor had they confirmed whether the equipment was connected to criminal activity.
Even so, the discovery prompted a separate examination alongside the land ownership investigation. Police have not announced charges arising specifically from the computer equipment. The intended use of the systems remains unknown.
On another front, officers inspected financial records belonging to one of the Chinese men. They discovered a Thai bank passbook showing transactions averaging approximately ฿200,000 each month.
When questioned, the account holder claimed the money represented rental income. So far, investigators have not publicly confirmed the source of those funds. The explanation is being examined alongside the financial arrangements connected with the mansion.
Land registration enquiries identified the property’s registered owner as Pattaya Vision Co., Ltd. Thai-language reports identified the company by its registered Thai name, บริษัท พัทยาวิสชั่น จำกัด. Investigators reportedly established that the company’s shareholders were all Chinese nationals.
That finding raised questions about its legal entitlement to own land in Thailand. Foreign-controlled companies generally cannot own Thai land unless they qualify under specific legal provisions.
Pattaya Vision faces land ownership enquiries as police investigate possible nominee company arrangements
Accordingly, officers are examining Pattaya Vision’s company registration and shareholder records. They are also investigating how the company acquired the mansion and its 1.2-rai plot. The central question is whether the company was legally entitled to hold the land.
In addition, investigators must establish whether any Thai nominees previously participated in the ownership structure. Police are examining whether the company’s ownership arrangements changed after the property was purchased.
The available reports do not establish whether the property was originally purchased through an unlawful nominee arrangement. Nor do they confirm whether its shareholders changed after the land was acquired.
Nonetheless, the reported Chinese ownership has placed the property under direct Land Department scrutiny. If investigators establish unlawful ownership, the company could face an order requiring disposal of the land.
At the remaining 11 locations, police examined company ownership arrangements involving Thai and foreign nationals. The investigation covers suspected nominee shareholdings, company financing and control of registered property assets. In particular, police are examining whether Thai participants supplied their names to conceal foreign ownership. Such arrangements can breach Thai law when used to circumvent restrictions on land purchases.
Financial records and shareholder controls under scrutiny as 85 Thai and foreign nationals are identified
As part of this, investigators are seeking financial evidence establishing who provided the purchase money. They are also examining whether registered shareholders exercised genuine control over their companies.
Officers are checking whether foreign investors controlled properties despite holding no registered ownership. The enquiries include possible offences under the Foreign Business Act and relevant land legislation.
The operation has identified 85 Thai and foreign nationals across nine nationalities. According to the detailed nationality breakdown, 54 are Thai citizens and 31 are foreigners. Chinese nationals form the largest foreign group, with 14 people identified.
Seven Indian nationals are also involved in the enquiries, alongside three Israelis. Investigators additionally identified two Russians and two Filipinos. The remaining foreigners comprise one Belgian, one French citizen and one British citizen.
The investigation therefore extends beyond Chinese investors and Chinese-controlled property companies. It also includes nationals from Western Europe, South Asia, the Middle East and Southeast Asia. However, identification during an investigation does not establish that every person committed an offence. Police must determine the precise involvement of each individual in the property transactions.
Conflicting accounts of suspects emerge as police demand company records and investigate financing
The published accounts contain a discrepancy concerning the number of people facing charges. One English-language report stated that police charged 85 Thai nationals with enabling illegal foreign ownership.
By contrast, the detailed nationality breakdown identifies 85 people altogether, including 54 Thai citizens. The available reports do not conclusively reconcile those figures. Similarly, one account referred to eight nationalities, although the published breakdown identifies nine, including Thailand.
Police have not released a complete list of suspects or confirmed charges against every person identified. Nevertheless, the investigation covers individuals suspected of participating in unlawful company and land ownership arrangements.
Those involved have been summoned to Bang Lamung police station. Investigators are demanding corporate documents, shareholder records and explanations of the property purchases. They are also examining bank transactions and other evidence of company financing.
Land Department examines ownership and warns illegal holdings may face compulsory sale within 180 days
The aim is to establish whether Thai shareholders invested their own funds or acted for foreign purchasers. Police are examining whether foreign investors exercised control despite holding no registered ownership.
At the same time, officials are reviewing the legal status of the land titles and associated corporate structures. The investigation could result in criminal proceedings, administrative disposal orders or both.
Before compulsory disposal can proceed, the Department of Lands must establish unlawful ownership. A land official participating in Wednesday’s operation specifically referred to forced sales within 180 days. The warning followed the government’s latest instructions to accelerate action against unlawful foreign landholding.
Under Sections 94 and 96 of Thailand’s Land Code, illegally held land can be subjected to compulsory disposal. The Director-General of the Department of Lands can require an unlawful owner to sell the property.
The statutory disposal period ranges from 180 days to one year. As a result, a six-month deadline is possible where the Department issues an order specifying that period. If the owner fails to comply, the Director-General can arrange the sale.
Anutin orders closer scrutiny of nominee transfers and identifies those financing suspicious land deals
The process may involve an auction or another compulsory disposal procedure. Sale proceeds are generally returned to the owner after applicable deductions. Thus, compulsory disposal does not automatically mean the government confiscates the entire property value without compensation. Owners found to have acquired land unlawfully can nevertheless lose their right to retain it.
The Department of Lands is also examining measures to prevent transfers between successive nominee companies. Officials want to establish whether replacement shareholders are genuine investors or participants in continuing unlawful arrangements.
This issue featured prominently in Prime Minister Anutin Charnvirakul’s nationwide crackdown announcement on Monday.
At Government House on 19 October, Anutin launched the government’s LAND ACTION initiative. He ordered provincial governors and land officials to accelerate investigations into suspected illegal foreign land ownership.
The Prime Minister also demanded closer scrutiny of companies holding land through questionable shareholder arrangements. Specifically, officials were instructed to identify the individuals providing the actual purchase funds. They must also establish who controls the property and benefits from its ownership.
Nationwide crackdown targets ฿14 billion in land as provincial teams face December investigation deadline
Anutin additionally ordered investigations into transfers designed to move land between nominee structures. The instructions followed the identification of substantial property holdings requiring further examination nationwide.
Government figures identified 1,397 corporate entities associated with suspected irregular ownership arrangements. These investigations cover 2,360 land plots valued at approximately ฿14.01 billion. Separately, the Department of Lands identified 13,088 individuals and entities requiring investigation.
The wider landholdings cover approximately 5,467 rai across Thailand. Anutin instructed officials to complete priority investigations by December 2026.
Provincial administrations consequently face a deadline for advancing enquiries into suspicious property transactions. The programme also requires closer examination of land purchases involving Thai nationals acting for foreign investors.
Officials must determine whether registered owners have the financial means to acquire the properties concerned. Investigators are also examining whether purchase funds originated from foreigners who subsequently controlled the land.
The government has ordered stronger checks on transfers involving replacement nominees. These instructions aim to prevent land remaining under unlawful foreign control through successive changes in registered ownership.
Pattaya raids follow earlier hotel and condominium investigations as European nationals face enquiries
Anutin has stated that legitimate foreign investment should continue under existing Thai law. His instructions specifically target unlawful land ownership and business arrangements.
Wednesday’s Pattaya operation followed the Prime Minister’s announcement by just two days. Even before that order, police had been investigating suspected foreign nominee property structures in the area.
Indeed, the latest raids followed earlier operations in Pattaya during August. Those investigations included a hotel and a high-rise condominium building. Police examined suspected irregularities involving foreign-linked investment and property ownership.
The October operation has now extended scrutiny to luxury residences and separate land plots. Moreover, the investigation covers a wider range of foreign nationalities.
The involvement of a British citizen, a French national and a Belgian places European investors within the enquiries. Their identities have not been disclosed. Nor have investigators identified which properties or companies are associated with each nationality. The value of the assets linked to individual foreign investors has also not been published.
Police seek answers over computers and rental payments as ฿800 million property investigation continues
Likewise, officials have not released individual valuations for the 12 companies or 16 land plots. The ฿800 million figure remains a combined estimate of the holdings under investigation.
There is no confirmed breakdown showing how much property is associated with Chinese or Western investors. Nor is there evidence that all 85 individuals will face prosecution.
The discovery at the Nong Prue mansion remains a separate focus for police. Investigators must establish the purpose of the approximately 100 computer sets found inside. They are also examining the three Chinese nationals’ presence at the property.
The men arrived in Thailand only four days before Wednesday’s operation. Notably, one man’s bank records showed approximately ฿200,000 in monthly transactions. He told investigators the money represented rent.
To date, police have not announced findings confirming the explanation or identifying another source. The equipment’s intended use also remains unconfirmed. No criminal purpose has been established from the presence of the computers alone. Pattaya Vision Co., Ltd. remains under examination because of its reported Chinese shareholding.
Land officials consider compulsory sales while police investigate 12 companies and 85 individuals
The company’s entitlement to hold the mansion and land must be established through corporate and property records. The remaining companies face similar examinations of ownership and financing.
Investigators are assessing whether Thai participants knowingly enabled unlawful foreign control. The Department of Lands will determine whether the evidence supports compulsory disposal orders.
Officials have not announced how many of Wednesday’s properties already face formal sale proceedings. Nor has a timetable been published for disposing of individual holdings.
The possibility of a 180-day disposal period nevertheless places the investigation within the government’s accelerated enforcement programme. The wider nationwide operation involves suspected property holdings valued at more than ฿14 billion.

In Pattaya alone, Wednesday’s raids brought approximately ฿800 million in land and buildings under direct scrutiny. The operation also identified 12 companies and 85 individuals requiring further examination.
Police are now pursuing corporate records, financial evidence and the identities of those controlling the assets. Land officials, meanwhile, are examining whether registered ownership complies with Thai legislation.
Where illegal foreign ownership is established, the Department can order the land sold within the prescribed period. If owners refuse or fail to comply, officials can arrange compulsory sales.
The next stage will determine which of the 12 companies face prosecution, disposal orders or further investigation. For now, the 16 land plots and 11 residences remain central to the Pattaya enquiries. The investigation continues under Chonburi Provincial Police, with the Department of Lands examining potential compulsory sales.
