For decades, IT organizations measured their strength by the size of their workforce, the depth of their talent, and their ability to attract the best people. AI is now changing that equation. Competitive advantage is increasingly determined not by how many people an organization employs, but by how effectively it combines human capability, artificial intelligence, and organizational design to deliver business outcomes.
Ever since the evolution and growth of this industry, workforce strategy has been largely viewed as an HR responsibility. The onus of recruiting the right people, developing skills, retaining top talent, improving engagement, and managing performance was on the HR function. The business leaders discussed markets, customers, products, acquisitions and capital allocation, and HR ensured that the organization had the appropriate people to execute those decisions.
AI has disrupted this sequence. Many organizations are now shifting from the question of how we prepare people for AI to how AI should reshape the organization before we decide what people we require. This reverses conventional thinking. As a result, workforce strategy has evolved from a functional HR responsibility into a strategic discipline that directly influences growth, innovation, and long-term enterprise value.
AI is changing the economics of work, not just the way we work
Most of the conversation around AI has centered on productivity gains, automating tasks, and improving efficiency to accomplish more with less effort. While these outcomes are significant, they overlook a strategic question that fundamentally changes the cost structure of knowledge work. For decades, business growth was closely linked to workforce growth. AI is beginning to weaken this relationship by enabling organizations to generate greater business value without a proportional increase in headcount.
Leaders must determine how much future growth genuinely requires additional people, which capabilities should remain uniquely human, which can be augmented or performed by AI, and which roles or activities may cease to exist altogether. These are no longer HR decisions but strategic choices that influence an organization’s cost structure, competitive advantage, investment priorities, and long-term business models. As a result, the boardroom conversation must evolve beyond traditional workforce planning to address broader questions of enterprise economics.
Talent is becoming a capital allocation.
Traditionally, boards determined where to deploy capital by evaluating investments in IT infrastructure, technology, research and development, or acquisitions. Today, they must also decide whether the next strategic investment should be hiring hundreds of engineers, building AI agents, acquiring a company with critical capabilities, purchasing an AI platform, or reskilling the existing workforce.
These choices extend far beyond talent management; they shape the organization’s cost structure, innovation capacity, and long-term competitive advantage. As a result, workforce strategy is no longer the sole domain of HR; it has become a shared strategic responsibility of the CEO, CHRO, CFO, and CIO. This is now a coordinated decision that balances talent, technology, and capital to create sustainable enterprise value.
Workforce strategy is now a part of enterprise risk management
Boards have traditionally focused on cyber, regulatory, financial, and operational risks, but AI is introducing another critical dimension: capability risk. Organizations must now assess how dependent they are on individuals who hold critical institutional knowledge, roles that may be vulnerable to AI-driven disruption, areas in which they may be overinvested in skills that are becoming obsolete, and even whether emerging capabilities are becoming strategic bottlenecks. (For example, deploying AI applications which are technically feasible but not getting the desired results based on the organizational capability/lack of it to redesign employee workflows/training employees to use autonomous agents effectively).
They must also now consider risks associated with excessive dependence on certain AI platforms, technologies, or vendors using the same. In this environment, talent is no longer about having enough people in the right roles but also ensuring that the organization has the capabilities, knowledge, and adaptability to remain resilient and effective even as business models and markets evolve rapidly. Talent is therefore a resilience issue and not merely a staffing issue. Workforce strategy is therefore becoming a resilience strategy as capability risk is increasingly an enterprise risk that belongs to the boardroom agenda.
Every business strategy is now a workforce strategy
In the AI era, every business strategy is increasingly becoming a workforce strategy. When an organization decides to enter a new market, build AI-native products, or acquire a company to achieve rapid growth, the success of that strategy ultimately depends on whether it possesses/can rapidly develop the capabilities required to execute it. This fundamentally reverses the traditional sequence of HR strategy following the business strategy.
Workforce capability is no longer a downstream consequence of business decisions. They actively assess which are the ones that are viable, what they will cost, and how quickly they can be executed. It works in a more dynamic relationship with business strategy, workforce capability, and technology strategy influencing the others. Hence, in the current context, the boardroom must view workforce capability as a strategic asset and recognize that an organization’s ability to create, acquire, redeploy, and scale capabilities may ultimately decide how effectively it can translate business strategy to competitive advantage. This, in turn, has shifted the workforce strategy from an HR agenda to becoming an integral part of corporate strategy.
The organizations that will thrive in the AI era will not necessarily be those with the largest workforce or even the ones with the most advanced AI tools. Gary Hamel, the American management consultant and author, has stated that “the future belongs to organizations that can continually reinvent themselves”
In the AI era, the ones who will be able to reinvent themselves continuously would be the ones who are able to redesign the relationship between people, technology, and work. In this world, workforce strategy plays an important role in designing the right enterprise architecture, capital deployment, risk management, and competitive positioning. This shift moves workforce strategy out of the HR agenda and firmly places it at the center of the corporate strategy.
