China’s official unemployment figures may be missing an important dimension of labour-market distress – workers who have lost their regular jobs but remain formally employed. Annual reports of some state-owned enterprises (SOEs) point to workforce reductions that raise questions about what happens to employees who disappear from company headcounts and whether conventional unemployment statistics adequately capture the resulting economic insecurity.
The central issue is not simply whether China’s unemployment rate is accurate within its statistical definition. It is whether that definition captures the reality of employment in an economy where workers can lose their positions, earnings and career prospects without formally becoming unemployed. When an employment contract survives, but the job itself does not, the distinction between being employed and being economically secure becomes blurred.
China’s National Bureau of Statistics generally classifies people as employed if they work at least one hour during the survey week for pay or profit, or are temporarily absent from a job under qualifying circumstances. To be counted as unemployed, a person must have no job, have actively sought work within the previous three months and be available to start suitable employment within two weeks.
These criteria are standard statistical measures, not evidence of deliberate undercounting. Yet they leave room for a category of workers whose circumstances may fall between conventional employment and unemployment. Employees placed on standby or retained under arrangements that remove them from their regular duties may continue to have formal employment ties while experiencing substantial losses of income and work opportunities. Whether they qualify as employed depends on their actual circumstances and the applicable statistical rules.
The distinction has particular significance amid persistent employment pressures in China. According to official data cited by Chinese media, unemployment among people aged 30 to 59 fell to 3.9 per cent in July and August, from 4.3 per cent in March. Among those aged 16 to 24, excluding students, the rate stood at 18.9 per cent over the same period. These figures describe important parts of the labour market, but they cannot independently establish how many workers have been pushed into insecure or inactive employment arrangements.
However, the evidence available does not establish the scale of this problem nationwide or demonstrate systematic manipulation of official data. But it exposes a weakness in judging labour-market health through headline unemployment rates alone. A labour market cannot be considered healthy merely because workers have not formally become unemployed.
China needs more transparent reporting on standby employees, involuntary reductions in working hours, income losses and the circumstances behind workforce exits. Without such information, policymakers and outside observers risk mistaking the retention of employment status for the preservation of jobs and statistical stability for economic security.
