Nairobi County Chief Officer for Citizen Engagement and Customer Service Geoffrey Mosiria has gone public with sharp criticism of Governor Johnson Sakaja, claiming that both Mike Sonko and Evans Kidero managed the county more effectively than the current administration.

Sonko and Kidero are Sakaja's predecessors, with Sonko having presided over City Hall between 2017 and 2020 when he was impeached.
Kidero is the pioneer governor who served between 2013 and 2017.
In a social media rant, Mosiria made a sweeping indictment of leadership at City Hall.

He accused Sakaja of mismanaging county affairs and alleged that staff, including Deputy Governor James Muchiri, were operating in an environment of fear and intimidation.
Deputy governor being sidelined, says Mosiria
Mosiria pointed to the deputy governor's situation as a symptom of deeper dysfunction within the county government.
"The deputy governor himself cannot breathe. Very, very junior officers are bullying even the deputy governor of Nairobi County. He doesn't have a voice like mine to complain, he can't talk," Mosiria said.
He also alleged that a junior officer had been installed in charge of the county's legal department despite lacking both the required seniority and managerial experience, with staff in that department subsequently subjected to bullying.
"How do you give a junior officer an office which is supposed to be held by a director? Someone who does not even have management skills is now running a legal department and bullying employees. Whoever does not support them becomes an enemy," he said.
Mosiria claimed the officer in question had benefited from funds looted from the legal department, though he did not name the individual.
Mosiria vows to expose City Hall rot
The chief officer said pressure had been applied to silence him, including through bloggers he claimed were deployed to threaten him and warn him against entering his office.
"We are going to expose and unmask the rot in City Hall. Stop threatening me. I cannot be intimidated. You cannot cow me. Nairobians must know why it is not working," Mosiria said.
He argued that the dysfunction had demoralised county staff and degraded service delivery, with the primary beneficiaries being a small group of individuals enriching themselves.
"Employees aren't working; they are demotivated and suffering. Mike Sonko was a hundred times better, even Kidero was better," he said.
Does Mosiria want to be Nairobi governor?
Mosiria, who holds a Bachelor of Commerce degree from the University of Nairobi, built his profile through postings as Chief Officer for Environment and later Chief Officer for Health and Medical Facilities, where he enforced waste and noise regulations and shut down illegal dumpsites.
He has indicated he may contest the Nairobi governorship in 2027, pending encouragement from former Interior Cabinet Secretary Fred Matiang'i and Sonko.
Sakaja, who took office in 2022 on a United Democratic Alliance ticket, is seeking re-election.
Embakasi East MP Babu Owino of The Mwananchi Party and Embakasi North MP James Gakuya of the Democracy for the Citizens Party have already declared their candidacies, and Mosiria's potential entry would further intensify competition for the county's top seat.
