Trump Denies Role in Slowing Ukraine’s Military Starlink

US President Donald Trump denied involvement in reported throttling of Ukraine’s military-grade Starlink satellite communications, asserting that neither he nor American billionaire Elon Musk ordered service limitations on the network.

Trump said the US had not introduced operational curbs on the satellite system and claimed that the network continues to function normally.

“I don’t know if it was somebody, because it wasn’t me, and I don’t think it was Elon,” Trump told reporters. “And, as far as I understand, everything is the same as it’s always been.”

Trump’s remarks contradict reporting published by The Telegraph, which cited four sources familiar with the matter stating that Musk directly approached Trump with a proposal to throttle Starlink operations in Ukraine, a recommendation the US president reportedly approved.

According to The Telegraph, Trump’s consent cleared the way for the US Department of Defense to slow Starshield, the specialized military variant of the satellite communications network developed by SpaceX.

The reporting was corroborated by a senior European official alongside two Ukrainian sources.

While Musk publicly denied responsibility on Oct. 14, alleging that “any speed or usage limits” were determined by the US military and the White House, sources cited by the British newspaper indicated that Musk sought to deflect responsibility due to concerns regarding consumer blowback across European markets following severe grid disruptions and civilian casualties in Kyiv.

Putin Doesn’t Want Talks ‘in Any Format,’ Zelensky Says, Urges NATO to Take Drone Threats Seriously

Zelensky warned that Putin wants to destroy Ukraine and that European governments have avoided responding forcefully to drone threats on NATO territory.

Operational fallout on counter-drone systems and logistics

The conflicting accounts regarding the origin of the service caps follow statements delivered on Friday, Oct. 16, by President Volodymyr Zelensky, who confirmed that Ukraine’s military satellite capabilities had not yet been fully restored.

Speaking at a press conference in Brussels following meetings with EU leaders, Zelensky said that while bandwidth restrictions were gradually easing, Ukrainian forces had not regained the operational parameters required to counter incoming Russian aerial attacks.

“Has the speed been fully restored to what it was before? No. Is the speed being restored now? Yes,” Zelensky told reporters.

Zelensky explained that the restrictions directly compromised Ukraine’s capacity to intercept high-speed, turbojet-powered Shahed loitering munitions deployed against urban centers.

According to the Ukrainian head of state, domestic interceptor drones utilizing satellite links faced artificial velocity caps of approximately 70 km/h (43 mph), while Russian turbojet drones penetrated sovereign airspace at velocities exceeding 400 km/h (249 mph).

“Starlink was not switched off. The speed was reduced,” Zelensky said. “And when the speed was reduced, we were unable to shoot down some of the Shaheds. We were unable to use a tool to protect civilians.”

Zelensky added that the throttling disrupted essential frontline logistics, specifically unmanned aerial supply runs delivering rations, potable water, and medical kits to isolated forward infantry positions that remain inaccessible to conventional wheeled transport under continuous Russian surveillance.

Bilateral contacts

The technological friction comes amid heightened sensitivity regarding Ukraine’s reliance on commercial and military satellite architectures provided by Western contractors.

Zelensky noted that Ukrainian defense officials remain in daily contact with American partners to eliminate remaining bandwidth constraints, mentioning that Kyiv received indications that the White House had contacted SpaceX to instruct the restoration of baseline speeds.

The Starlink controversy coincides with ongoing friction between Washington and Kyiv over battlefield targeting rules.

US special envoys Steve Witkoff and Jared Kushner have urged Ukraine to halt long-range drone interdiction strikes on Russian oil refineries, while Trump announced an immediate bilateral “energy ceasefire” following a telephone consultation with Russian President Vladimir Putin.

Despite the administration’s stated diplomatic goals, Ukrainian officials have emphasized that degrading communications networks impairs basic tactical defense, leaving municipal centers and civilian life-support systems vulnerable to standoff bombardments.
