A Supreme Court-appointed committee has invited complaints about the July 2026 protest violence. The process prioritises serious allegations and protects vulnerable witnesses seeking confidentiality.

A Supreme Court-appointed High-Powered Enquiry Committee has launched a portal to receive complaints and representations from people affected by violence at Jantar Mantar and other places outside Delhi in July 2026, news agency Press Trust of India reported, citing the Union Home Ministry.
The portal, http://hpec.nic.in, is intended to help affected people, including police personnel, submit information to the committee. It also allows vulnerable witnesses and others to keep their identities confidential if they wish.
The committee will examine the issues outlined in the Supreme Court's order. Priority will be given to cases involving the use of pellet guns, targeted violence, harassment of female protesters, excessive violence and destruction of property by either side, the ministry said.
Affected people and other stakeholders have been encouraged to submit complaints and representations through the portal in the prescribed formats. Anyone wishing to provide information or suggestions on the issues referred to the committee under the two court orders may also use the portal, according to PTI.
Complaints, representations and other relevant material may also be submitted in person at the committee's office at Shiksha Sadan, 17 Rouse Avenue Institutional Area, New Delhi, between 2 pm and 4 pm on working days. Submissions may also be sent by post to the same address or by email to hpec2026.enquiry@nic.in.
The Supreme Court constituted the five-member committee to investigate all aspects of the violence at Jantar Mantar in Delhi and at places outside the national capital during July 2026, including the broader issues surrounding the incidents.
The committee comprises Justice Reddy, former Punjab and Haryana High Court Chief Justice Ravi Shankar Jha, former Delhi High Court judge Justice Shalinder Kaur, former CBI director Rishi Kumar Shukla and retired Meghalaya Director General of Police L R Bishnoi.
The court ordered the formation of the committee while hearing a batch of petitions alleging police excesses against student protesters during the agitation led by the CJP, along with allegations of violence against police personnel.
Clashes broke out between protesters and security personnel during the CJP-led march to Parliament in Delhi on July 20. Security personnel used lathis and tear gas shells to disperse crowds attempting to move towards Parliament.
The student-led protests, which spread to several cities, sought the resignation of Union Education Minister Dharmendra Pradhan. The agitation began at Jantar Mantar on June 20 and was called off on July 25 after Pradhan resigned and the government accepted the CJP's other demands.
The portal and other submission channels will allow people affected by the July 2026 violence, as well as other stakeholders, to place complaints, information and suggestions before the Supreme Court-appointed committee.
