DAR ES SALAAM: TANZANIA’S record of peaceful leadership transitions is rooted in a political legacy shaped by the nation’s founding father, the late Mwalimu Julius Nyerere, whose voluntary decision to step down as Head of State in 1985 set an important precedent for the transfer of power.
Having led the country since independence in 1961, Nyerere demonstrated that leadership was a responsibility to be handed over, not a position to be held indefinitely, a legacy that lives on.
During his administration, Nyerere introduced numerous reforms aimed at shaping the country’s future and promoting national unity.
However, one of his most significant political decisions was his voluntary retirement from the presidency after 23 years in office, paving the way for a new leader to take over.
His decision is widely regarded as an important milestone in Tanzania’s leadership succession, particularly at a time when several African countries were experiencing military coups and political instability associated with prolonged stays in power.
Nyerere was succeeded by Ali Hassan Mwinyi, who served as president from 1985 to 1995. During Mwinyi’s administration, Tanzania restored multiparty politics, paving the way for the country’s first multiparty general election in 1995.
The election brought Benjamin Mkapa of Chama Cha Mapinduzi (CCM) to power as the country’s third-phase president. After completing his two constitutional terms, Mkapa handed over the presidency to Jakaya Kikwete in 2005.
Similarly, Kikwete completed his two terms in 2015, when John Magufuli succeeded him following the general election.
After Magufuli’s death in 2021, Samia Suluhu Hassan assumed the presidency in accordance with the Constitution.
Throughout these successive administrations, Tanzania’s experience has continued to raise important questions about the role of leadership, constitutional procedures and strong institutions in maintaining political stability.
Political analyst Yonah Mapury based in Mwanza said Nyerere’s decision to voluntarily relinquish power in 1985 laid an important foundation for a culture of peaceful leadership succession in Tanzania.
Mr Mapury said the decision demonstrated that leadership was a responsibility with limits and that a nation should not depend on one individual to guarantee its future.
According to him, Nyerere understood the importance of preparing other leaders and establishing institutional foundations that would enable the country to continue functioning after his departure from office.
He said Tanzania’s experience offered lessons for other African countries on the importance of respecting the constitution, accepting legitimate election results and placing national interests above personal or partisan ambitions.

Commenting on political competition, Mr Mapury said differences in political views should not become a source of conflict but should instead be addressed through dialogue, reconciliation and established legal procedures.
He also highlighted Tanzania’s role in diplomatic efforts to resolve conflicts in neighbouring countries, stressing that leaders should draw on their experience to promote peace and stability across the region.
Mr Mapury said preserving Nyerere’s legacy require leaders to respect established procedures for transferring power, strengthen democratic institutions and recognise that no individual should place themselves above the nation.
He emphasised that lasting peace depended not only on leaders being willing to relinquish power but also on strong institutions, credible elections and the willingness of competing political sides to resolve their differences without endangering citizens.
Other political commentators have also underscored the importance of preserving the foundations established by Nyerere.
Dr Paul Loisulie, a lecturer and analyst in political and social issues at the University of Dodoma (UDOM), described Nyerere as a selfless leader who dedicated his life to serving the people and transforming the nation.
He said Nyerere’s decision to leave office demonstrated the importance of respecting leadership limits and creating opportunities for new leaders to assume responsibility.
“This was a true indication of democracy and the establishment of an ideal society where the rule of law is respected, allowing for better leaders to take over,” Dr Loisulie said.
He added that peaceful leadership succession gave citizens confidence that a new administration would have an opportunity to address challenges left by its predecessor.
Meanwhile, Alex Nyoni, a lawyer based in Ruvuma Region, called on the government and Tanzanians to continue valuing the political foundations established by the founding father.
Nyoni said Nyerere played a crucial role in shaping the country’s political culture and promoting peaceful transfers of power through elections.
He argued that the country’s experience demonstrated the importance of political stability and respect for established leadership succession procedures.
His views were supported by Emilia Zabron, a human rights activist based in Morogoro, who said Nyerere’s contribution remained significant to Tanzania’s political development.
Zabron said Nyerere’s leadership and his support for the re-establishment of multiparty democracy helped shape the country’s political landscape, adding that continued efforts were needed to safeguard democratic space and peaceful political competition.
President Samia Suluhu Hassan has also acknowledged Nyerere’s contribution to national unity, peace and development. In her remarks, she described Nyerere as a committed Africanist who devoted his efforts to building national peace, unity and harmony.
“During his lifetime, Mwalimu Nyerere taught Tanzanians the importance of patriotism and building national peace, unity and harmony for sustainable development,” President Samia said.
She added that Nyerere’s vision and philosophy continued to influence successive administrations through initiatives rooted in the country’s founding principles.
Among the legacies associated with Nyerere, she said, was the promotion of equality among Tanzanians regardless of colour, tribe or religious beliefs.
Nyerere also championed the use of Kiswahili as a unifying national language, helping strengthen communication and a shared national identity among people from different backgrounds.
Kiswahili has since gained wider regional and international recognition, including its adoption as an official language of the African Union and the East African Community, as well as its use within the Southern African Development Community.
UNESCO also marks World Kiswahili Language Day on July 7. As Tanzania reflects on Nyerere’s legacy, the central question remains how the principles he championed can be sustained through successive generations of leadership
