The Eurasian Development Bank (EDB), together with institutional investors from China, Oman, Uzbekistan and Türkiye, is participating in the establishment of the Central Asia and Caucasus Private Equity Fund (CACPEF), which will invest in companies across Central Asia and the Caucasus.
The initiative involves the China Investment Corporation (CIC), Oman Investment Authority (OIA), Uzbekistan's Fund for Reconstruction and Development (UFRD), Turkish fund OYAK, EDB and Shenwan Hongyuan Securities Co., Ltd. The fund aims to attract long-term capital and industry-specific resources to support companies and industrial development in the region.
CACPEF is being established with the involvement of sovereign wealth funds from Central Asia, regional development banks, pension funds and other financial institutions. The fund will focus on companies with investment potential in Central Asia and the Caucasus, combining financial resources with the industry expertise and business networks of its participating institutions.
According to representatives of the participating organizations, the initiative reflects their expectations for Central Asia's economic development and investment opportunities associated with expanding trade and economic cooperation between China and countries in the region.
CACPEF will bring together institutional investors from China, the Middle East and Central Asia, drawing on their international investment experience, knowledge of local markets and financial service capabilities. The fund is intended to provide regional companies with access to industry expertise, technologies and market resources while expanding investment cooperation.
The EDB stated that its participation in establishing CACPEF is consistent with the bank's Strategy for 2027–2031, which identifies attracting international capital to member states as a priority, including through specialized investment funds. Daniyar Imangaliyev, Deputy Chairman of the EDB Management Board, emphasized the need for long-term financing to support business expansion and entry into new markets.
"Companies in Central Asia and the South Caucasus require long-term capital to expand their businesses and enter new markets. Collaborating with partners from China, Oman, Uzbekistan, and Türkiye will allow us to combine international investment opportunities with our deep knowledge of the region," Imangaliyev stated.
He added that the bank's involvement in developing the fund is intended to attract additional financial resources to the economies of EDB member states and support regional companies.
On October 6, 2026, the EDB and Oman's Ministry of Finance signed an agreement outlining the terms of the bank's presence in the Sultanate. According to the EDB, the agreement represents an initial step toward Oman's potential accession to the bank. The EDB also maintains a representative office at the Abu Dhabi Global Market (ADGM). In October 2026, the bank issued its first dim sum bonds in Hong Kong.
