The digital asset manager moves closer to operating in the Abu Dhabi Global Market as part of its push into the UAE.
3iQ, a digital asset management firm, has obtained in-principle approval for a Category 4 license tied to the Abu Dhabi Global Market, according to reports from CryptoBriefing and UNLOCK Blockchain. The approval represents a preliminary regulatory green light rather than a final license, but it signals that the firm has cleared an important early hurdle in its UAE expansion plans.
The Abu Dhabi Global Market, often referred to as ADGM, operates as a financial free zone with its own independent regulatory framework. It has positioned itself as a hub for digital asset firms seeking a jurisdiction with clear rules around custody, trading, and fund management. A Category 4 license under ADGM's regulatory structure typically covers firms that arrange deals, advise on investments, or operate collective investment funds without holding client assets directly.
For 3iQ, in-principle approval is generally the stage before a firm must satisfy additional operational, compliance, and capital requirements to receive full authorization. Regulators in jurisdictions like ADGM commonly issue this preliminary status once an applicant has demonstrated a viable business model and adequate governance structures. Final licensing usually follows once the firm completes further documentation and on-the-ground setup.
3iQ has built its reputation primarily through regulated investment products tied to digital assets, including exchange-traded products that have found support among institutional and retail investors in North America. Expanding into the Gulf region would widen the firm's geographic reach beyond its established base. The UAE has emerged as a notable destination for crypto and digital asset firms in recent years, drawing companies attracted by its regulatory clarity and tax environment.
Abu Dhabi, alongside Dubai, has worked to build out dedicated regulatory regimes for virtual assets, aiming to attract global asset managers, exchanges, and custodians. ADGM's Financial Services Regulatory Authority has issued licenses to a range of crypto-related businesses over the past several years, part of a broader effort to position the emirate as a credible alternative to more established financial centers.
The in-principle approval for 3iQ fits into this pattern of international firms seeking footholds in jurisdictions offering structured oversight for digital assets. As global regulators continue to debate frameworks for custody, market structure, and investor protections, firms like 3iQ appear to be diversifying where they seek licenses rather than concentrating solely on a single jurisdiction.
Details on the timeline for 3iQ's full Category 4 license, or specifics of the products and services it intends to offer once licensed in Abu Dhabi, have not been disclosed in the reports. Further confirmation from ADGM or from 3iQ itself regarding next steps would clarify the scope of its planned operations in the region.
Market Impact
News of the in-principle approval is unlikely to produce immediate market-wide price movement, as it concerns regulatory status rather than product launches or trading volumes. It does, however, reinforce a broader trend of digital asset firms expanding into Gulf jurisdictions with dedicated crypto regulatory frameworks.
For institutional investors and competitors, the development may be read as a signal that ADGM continues to attract established asset managers, potentially increasing competitive pressure among firms seeking licenses there. Any effect on 3iQ's existing products or investor base would likely depend on subsequent steps toward full licensing.
3iQ's in-principle approval marks an early but notable step in its effort to establish a regulated presence in Abu Dhabi, with full licensing details still to be confirmed.
