The Dominican Institute of Telecommunications (Indotel) and Swedfund, Sweden’s development finance institution, have signed a grant agreement providing approximately RD$44 million to support technical assistance for radio frequency planning and satellite service regulation in the Dominican Republic.
The agreement will finance the development of Indotel’s 2027–2031 Master Plan for the Use and Administration of the Radio Spectrum, as well as regulatory proposals for satellite services.
Indotel Board President Guido Gómez Mazara said the master plan will establish priorities for the next five years, identify frequency needs and provide guidelines for spectrum use, giving the telecommunications sector greater technical clarity and a stronger basis for investment.
Gómez Mazara also highlighted the role satellite technology can play in expanding connectivity to communities where terrestrial infrastructure is difficult to deploy, while providing alternatives when emergencies disrupt communications networks.
He said the regulatory framework will seek to prevent interference, ensure the coexistence of different frequency users and create conditions that promote investment, competition and consumer protection.
