US Envoy Rejects Ethiopia’s Armed Alliance

ETHIOPIA · US DIPLOMACY · ARMED ALLIANCE

The US ambassador to Ethiopia says the approach of an armed alliance is not “a viable path forward,” but the “dangerous mistake” wording in an Amharic headline does not appear in his English interview.

US Ambassador Ervin Massinga does not see the approach of the armed Alliance for Survival as “a viable path forward,” he told The Reporter, an Ethiopian newspaper, in an interview published in English on Monday, 19 October. On Tuesday, 20 October the Amharic newspaper Addis Admas headlined his remarks as a “dangerous mistake” that invites greater destruction, wording The Rio Times could not find in the English text.

The gap matters to US readers because an ambassador’s words are read as Washington’s policy, and Washington has urged every side in Ethiopia toward talks. A State Department readout of Secretary of State Marco Rubio’s call with Prime Minister Abiy Ahmed on Wednesday, 14 October says he “supports de-escalation by all sides.”

What the Ambassador Said in English

The Reporter published the interview, with the interviewer Sisay Sahlu, on Monday, 19 October, and The Rio Times covered its main points that day. The question said that “several armed groups have formed an alliance they call the ‘Alliance for Survival,’” and asked whether the ambassador had anticipated it.

His reply began, “Just briefly on the alliance: as far as I can see, in recent weeks the alliance has only called for more conflict and more destruction.” He added, “As I indicated earlier, my government and I do not see that as a viable path forward.”

On civilian airports he said, “In that context, let me say that those who threaten civilian airports and the Ethiopians who use them are making a grave mistake.” The sentence names no group, and the passages quoted here do not say which side he meant.

“I call upon them again to put the interests of the people first.”
Ambassador Massinga, to the alliance’s leaders, The Reporter, Monday, 19 October 2026

He also addressed the leaders of the member groups directly, saying, “I talk to them and address them directly.” He said dialogue “can be the vehicle to address the needs of all Ethiopians.”

Where the Amharic Headline Goes Further

“የህልውና ጥምረት አካሄድ ለበለጠ ውድመት የሚጋብዝ አደገኛ ስህተት ነው”
Addis Admas headline, Tuesday, 20 October 2026. The Rio Times translation: “The alliance-of-existence approach is a dangerous mistake that invites greater destruction.”

Addis Admas ran its report on Tuesday, 20 October under that headline, which puts the whole sentence in quotation marks, and credited the interview to The Reporter. The English text has no single sentence with those words, as the comparison below shows.

The body of the Addis Admas report is closer to the English text, saying the group has shown no useful direction beyond calls for more war and that threats to airports and peaceful travellers are an “extremely grave mistake.” The headline therefore appears to merge separate remarks into one quotation, an inference drawn from comparing the two texts.

Addis Admas adds that the ambassador said lasting peace can come only from agreement among Ethiopians themselves, not outside force, and that the United States is willing to help facilitate negotiations. It also says he has been unable to speak with the TPLF since fighting resumed on Wednesday, 23 September (13 Meskerem on the Ethiopian calendar), which the newspaper attributes to a choice on the TPLF side.

Who Is in the Alliance

Al Jazeera reported that the alliance, whose founding statement Fano commander Zemene Kassie read on Tigrai TV on Sunday, 20 September, brings together the Amhara Fano National Movement, the TPLF, the Oromo Liberation Army, the Ogaden National Liberation Front, the Afar Revolutionary Democratic Unity Front, the Benishangul Peoples’ Liberation Movement and the Gumuz Peoples’ Democratic Movement. It pledges to remove Prime Minister Abiy Ahmed and to set up a transitional administration, and Zemene chairs it, but the founding statement names no joint commander.

Membership is already disputed, because Goobjoog English reported on Tuesday, 22 September that the Ogaden National Liberation Front had confirmed it, rejecting a rival statement issued in its name, while Hiiraan Online reported on Wednesday, 23 September that an ONLF statement denied the group had joined. Abiy’s spokesperson, Billene Seyoum, said members had been cooperating with financial backing from Eritrea, an accusation Hiiraan Online notes Eritrea has repeatedly denied in similar form.

Hiiraan Online reported on Sunday, 18 October that the TPLF warned residents to stay away from Tigray’s airports, which it accused the federal government of using for military purposes without offering independently verifiable evidence. In a statement on Saturday, 17 October the party also rejected the six-month caretaker administration that the federal government installed in Tigray on Friday, 16 October, calling it illegitimate.

What Washington Has Said Elsewhere

On Wednesday, 23 September the US Embassy in Addis Ababa published a statement from the ambassador saying he was “disappointed to see the leadership of the TPLF, that the United States sanctioned earlier this year, make the poor decision to launch a large-scale offensive today.” The statement added, “Other armed groups would be wise to avoid this,” and “I still believe a reasonable political dialogue is the right way to go.”

Speaking at Joint Base Andrews on Saturday, 17 October, Rubio described those attacking inside Ethiopia as “separatists” and said the sanctions the United States lifted were “very small.” He said he told the Ethiopian side it was “a time to sort of be wise and measured in how you respond.”

“The last thing the world needs right now is another war.”
Secretary of State Marco Rubio, Saturday, 17 October 2026

The embassy’s security alert of Thursday, 15 October says the Ethiopian National Defense Forces and their allied Tigray Peace Forces have made further territorial gains and that “recent fighting has greatly subsided” in Tigray, Amhara and Afar. Ethiopian Airlines resumed flights to Mekelle on Sunday, 11 October, but flights to Axum and Shire remain suspended, and the embassy says it does not know when they will resume.

What Prediction Markets Say

On Polymarket, traders put the chance that Eritrean forces enter Ethiopia and take control of territory at 14.5% by Thursday, 31 December and 4.4% by Saturday, 31 October (25 October, 5:12 a.m. ET). The Rio Times recorded 16.0% and 9.7% for those two dates on Monday, 19 October at 9:43 p.m. ET, so both prices have fallen since.

The contract resolves Yes only if Eritrean forces enter Ethiopia in an operation that takes control of part of its territory, so it prices a war between states, not the alliance’s fight with the federal government. The Eritrea event has traded about US$115,000 across both dates, and the separate market on Abiy leaving office trades on about US$13,000.

Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.

What It Means for US Readers

For US readers, the interview and the State Department readout and remarks point to a line that rejects the alliance’s approach, urges de-escalation by all sides and keeps talk of mediation open. None of the statements reviewed announces new sanctions, aid or troops, though the ambassador said on Wednesday, 23 September that Washington “has tools to sanction additional leaders.”

Americans face a Level 3 advisory to reconsider travel to Ethiopia, and the embassy’s alert of Thursday, 15 October tells citizens not to travel to Amhara, including Lalibela, Tigray or Afar “for any reason.” The same alert warns that some social media accounts carry “false and intentionally misleading reports about the security situation,” and urges readers to verify information with multiple reliable sources.

For investors, exporters and airlines, the practical risk is a wider war, since Rubio said troops are surging on both sides of the Ethiopia-Eritrea border and that such a build-up can “turn into a broader conflict.” The Rio Times explains how the northern fighting began in its guide to why Tigray is at war again, linked below.

What Is Not Known

It is not known which group the ambassador meant by threats to civilian airports, because the English passages quoted here name none, although the TPLF warned residents away from Tigray’s airports, as Hiiraan Online reported on Sunday, 18 October. The Rio Times could read only the English text, so it cannot rule out that a different edition of the interview words the passage closer to the Amharic headline.

The alliance’s exact membership is unsettled, with rival Ogaden National Liberation Front factions giving opposite answers and outlets naming some members differently, and no independent confirmation of the Eritrean funding the government alleges has been found. On regional questions he told the interviewer, “I will let our senior officials in Washington speak more broadly to these questions,” and Addis Admas reports no judgment from him on the federal government’s complaints that Eritrea and Egypt are involved.

The sources reviewed announce no date for talks between the federal government and the TPLF. It is also not known when flights to Axum and Shire will resume, because the embassy says it does not know.
