KUALA LUMPUR: Malaysians will benefit from wider access to affordable essentials, improved distribution in rural areas and stronger consumer protection under the 2027 Budget, as the government steps up efforts to address the rising cost of living.
The RM80 billion allocation for aid, subsidies and incentives aims to ease financial pressures on households while supporting businesses, rural entrepreneurs and the creative industry.
The measures, backed by additional funding for affordable sales programmes and enforcement, intends to make essential goods more accessible, improve market fairness and create new economic opportunities.
The allocation for the Program Jualan Rahmah Madani (PJRM) and Program Jualan Agro Madani will increase from RM630 million to RM750 million, supporting 35,000 sales events nationwide.
The fund will cover 30,000 Rahmah Sales programmes and 5,000 Agro Sales programmes.
The Domestic Trade and Cost of Living Ministry will prioritise rural communities, low-cost housing areas and People's Housing Programme developments.
Greater participation by grocery shops and vending machine operators, alongside wholesale sales events, will make discounted goods more accessible.
For households, this means more opportunities to purchase necessities at lower prices.
Small traders are expected to benefit from the PJRM Borong, which aims to improve access to supplies and reduce inventory costs. Lower operating costs can help traders sustain their businesses and offer goods at more competitive prices.
BETTER ACCESS IN RURAL AREAS
An allocation of RM250 million to expand the distribution of essential goods to rural and remote areas will help address supply challenges faced by underserved communities.
The initiative will cover six new locations: Kampung Buayan, Kampung Terian, Kaiduan, Kundasang and Kampung Nibang in Sabah, as well as Kampung Dato Godam in Sarawak.
More reliable distribution networks can reduce the need for rural folk to travel long distances to obtain necessities, easing their transport costs and logistical burdens.
The initiative aims to narrow the gap between urban and remote communities in terms of access to essential goods.
NEW OPPORTUNITIES FOR BUSINESSES
Rural entrepreneurs stand to benefit from the RM10 million allocation for Jom Beli Produk Malaysia (Jom Malaysia), formerly known as Kempen Beli Barangan Malaysia, to encourage people to support Malaysian products.
The initiative will help businesses promote their products and high-value services through digital platforms and explore domestic and international markets.
For small businesses with limited market access, greater online exposure can help them reach more customers, increase sales and develop new revenue streams.
Consumers can contribute to the growth of local businesses by choosing Malaysian products, while entrepreneurs gain opportunities to expand their customer base.

STRONGER CONSUMER PROTECTION AND FAIRER MARKETS
The 2027 Budget provides RM1.1 billion to strengthen agencies' enforcement capabilities, including the Domestic Trade and Cost of Living Ministry and the Malaysia Competition Commission.
The allocation is intended to improve compliance with trade and competition laws, protect consumers and address offences within the jurisdictions of these authorities.
For consumers, more effective enforcement can help safeguard their interests and promote fairer market practices.
The government also plans to table an E-commerce Bill at the next Parliament sitting to strengthen oversight of online platforms and sellers, including foreign operators.
As online shopping becomes more common, the proposed legislation aims to improve accountability and consumer safety while helping micro, small and medium enterprises compete in a fairer digital marketplace.
FOOD DONATIONS AND WASTE REDUCTION
Tax deductions for food and equipment donations to the Ihsan Food Bank Initiative (i-FB), applicable from Jan 1, 2027 to Dec 31, 2030, are intended to encourage businesses to support food redistribution.
The initiative adopts a 3S approach - "Santuni Komuniti, Sayangi Alam, Selamatkan Makanan" (Care for Communities, Love the Environment, Save Food).
By encouraging businesses to donate usable food and equipment, the measure can help direct resources to communities in need while reducing food waste and promoting more responsible resource use.
SUPPORTING CREATIVE TALENT
The government aims to develop 20 new animation intellectual properties and commercialise Malaysian characters internationally.
The initiative can create opportunities for Malaysian creators and businesses to develop marketable content, secure licensing deals and reach audiences abroad.
Stronger intellectual property protection and registration will help creators safeguard their work and increase its commercial value, benefiting businesses in production and related services.
TURNING ALLOCATIONS INTO TANGIBLE BENEFITS
The 2027 Budget's measures cover several aspects of Malaysians' daily lives, from household spending and access to basic necessities to business opportunities and online consumer protection.
Households can benefit from more affordable goods, while rural communities stand to gain from improved distribution.
Small businesses and entrepreneurs can access new markets, while consumers can benefit from stronger enforcement and greater accountability in online transactions.
But the extent of these benefits will depend on effective implementation, with the Domestic Trade and Cost of Living Ministry playing a key role in ensuring initiatives reach intended recipients.
Through its efforts to improve access to affordable essentials, strengthen consumer protection, enforce trade regulations and support businesses, the ministry will be instrumental in translating 2027 Budget allocations into tangible benefits for households and businesses.
Ultimately, the success of these measures will depend on how effectively the ministry and other agencies implement initiatives to ease the cost of living, promote fairer market practices and strengthen the competitiveness of the domestic economy.
