Mexico Arrests 8 Linked to US-Wanted Carlitos Rugrats

SECURITY · MEXICO

Mexican soldiers and police arrested eight people in the State of Mexico on Saturday, 10 October, in raids on a cartel cell. Officials say its leader worked directly for Carlitos Rugrats, a Sinaloa Cartel figure wanted in the United States. US prosecutors in San Diego have charged that man with narcoterrorism, which makes this arrest relevant to Washington’s campaign against Mexican cartels.

The main suspect is Jesús Darío “N”, known as El Cara de Cochi. Mexican authorities usually give only first names of suspects, with “N” in place of the surname.

Mexico’s defence ministry (Defensa), which commands the army, announced the arrest on Sunday, 11 October, according to Excélsior and El Universal. Army special forces and the National Guard, the federal security force, carried out the raids. The State of Mexico’s security ministry took part.

The ministry said the operation followed military intelligence work. Units of the First Military Region and the 22nd Military Zone took part, Excélsior reported.

Who the Suspects Are

According to the defence ministry, Jesús Darío “N” belongs to La Barredora 24/7, a criminal group linked to the Caborca Cartel. It operates in Sonora, the Mexican state bordering Arizona. He already had an arrest warrant in Sonora.

The ministry said he works directly for Carlos Alberto “N”, head of Los Rugrats. It described Los Rugrats as aligned with the faction of Ismael “El Mayo” Zambada. Mexican officials call the Sinaloa Cartel the Pacific Cartel.

The State of Mexico prosecutor’s office (FGJEM) went further, according to the broadcaster N+. It said Jesús Darío “N” was the security chief of Carlos Páez Pereda, alias Carlitos Rugrats. It said he is hiding in Durango. The prosecutors also said Jesús Darío “N” faces an extradition order to the United States, N+ reported.

N+ reported two simultaneous operations on Saturday morning, in Valle de Bravo and in Toluca, the state capital. Valle de Bravo is a lakeside weekend resort popular with visitors from Mexico City.

In Toluca, three Colombian nationals were detained, the prosecutors said. One of them, Christian “N”, is described as a logistics operator for Páez Pereda.

The defence ministry said troops seized weapons, magazines, ammunition, drugs and vehicles. El Universal listed two 7.62 mm rifles and four magazines. It also reported 120 doses of suspected crystal methamphetamine and 43 packets of suspected marijuana.

All eight detainees were handed to the FGJEM, which will decide whether to bring charges. They are presumed innocent until a court rules otherwise.

The US Case Against Carlitos Rugrats

The US Attorney’s Office for the Southern District of California unsealed an indictment against Páez Pereda on Tuesday, 7 July 2026. It calls him a high-ranking lieutenant and leader of Los Rugrats, “a violent wing of the Sinaloa Cartel”.

The charges include narcoterrorism, material support of terrorism, running a continuing criminal enterprise and money laundering conspiracy. Prosecutors say he runs a methamphetamine, fentanyl and cocaine network for the Mayo Zambada faction.

The FBI lists Carlitos Rugrats on its wanted pages. A federal arrest warrant was issued in San Diego on Friday, 27 March 2026. The bureau says he should be considered armed and dangerous.

According to the FBI, he manages part of the cartel’s transport from Sinaloa to Tijuana, on the California border. The drugs are distributed in Southern California and elsewhere, it says.

This is the latest in a series of cases linking Mexican cartels to US territory. Our recent report Mexico Cartels Push Laredo Rental Car Thefts Up 50% covered another. Washington has also used sanctions, as in Sinaloa Cartel Sanctions: US Lists Ex-Husband of Baja California Governor.

What It Means for You

For US readers, the arrest touches a case being prosecuted in San Diego. Any Mexican move against the network of Páez Pereda could feed evidence or pressure into that case.

For travellers, no new restrictions were announced for Valle de Bravo or Toluca. Check the US State Department’s advisory for the State of Mexico and follow local news before you go.

For companies operating in Sonora or Sinaloa, the case shows how Sinaloa Cartel factions reach well beyond their home states.

What Is Not Known

It is not known whether Mexico will hand any of the suspects to the United States. Only N+ reported a US extradition order for the main suspect, citing state prosecutors; the defence ministry did not mention one, and US authorities have not commented.

Reports differ on where the main suspect was caught. N+ places the arrest in Valle de Bravo, while other outlets name different places in the State of Mexico.

We could not open the defence ministry and prosecutors’ statements directly. Their content is reported here as published by Excélsior, El Universal and N+. The whereabouts of Páez Pereda are also unconfirmed.
