Korea Land & Housing Corporation (LH) President Lee Sung-hoon visited the Goyang Changneung public housing district, one of the third-phase new towns, on the 13th to review the progress of housing supply and key pending issues. The site visit came a day after LH faced a parliamentary audit at the National Assembly.
Lee examined the status of district development and housing construction, focusing on the move-in schedule for the First Village, the installation of infrastructure, and plans to supply universal public rental housing.
The First Village in Goyang Changneung comprises 2,089 homes across blocks A4, S5 and S6. Construction began in October 2024, with the first move-ins set for December 2027. Work on the individual blocks is currently about 45% complete.
Reviewing preparations for move-in, Lee stressed that transport and daily-life infrastructure must be built without delay alongside the housing itself so that residents face no inconvenience when they move in.
He then visited the site designated for a pilot project for universal public rental housing within the district and reviewed its progress. The universal public rental housing program is being pursued by the government under the Aug. 13 measures, a plan to speed up housing supply. LH said the units will be built with larger floor areas near subway stations in the greater Seoul area so that middle-class households can also live in them, and will feature tailored community spaces reflecting the needs of different groups, including young adults and newlyweds.
"We need to move faster so that we can quickly supply homes in prime locations, such as areas near subway stations, where a wide range of people including young adults and newlyweds can live with peace of mind over the long term," Lee said. "By securing the overall quality of the housing — floor plans, finishing materials, community facilities and housing services — at the level of homes sold for private ownership, we will change the public's perception of public rental housing."
The Goyang Changneung district is being developed on about 7.89 million square meters in Deogyang-gu, Goyang, with 38,000 homes planned. It borders Seoul's Eunpyeong-gu and Mapo-gu and is served by the GTX-A line and the Goyang-Eunpyeong line. The district was designated in March 2020, and site development work began in May 2023.
