Most Senate candidates promise to bring jobs and lower costs. Abdul El-Sayed is promising to hit pause on artificial intelligence.
On October 13, 2026, the Michigan Democrat running for US Senate released a policy plan called “AI Under Control.” Its centerpiece is a freeze on building advanced AI models and data centers until new federal regulations exist.
What the “AI Under Control” plan actually does
The freeze is the headline grabber, but the proposal goes further than a timeout. El-Sayed wants a new safety agency with a seat in the Cabinet.
That agency would have real enforcement power. It could inspect AI models, block their release, and shut down models judged to be dangerous.
The plan also calls for a ban on recursive self-improvement. That’s the idea of an AI system improving its own design, which could then improve itself again, in a loop that runs faster than humans can review it.
The third major piece is an endorsement of the AI Kill Switch Act, listed as H.R. 9917. The bill would give the Department of Homeland Security authority to step in and pause dangerous AI models in critical situations.
How El-Sayed is framing the fight
El-Sayed is pitching the proposal as a check on tech billionaires. In his telling, a small group of wealthy executives currently controls high-risk technology with little outside oversight.
He has pointed to worst-case scenarios to make that argument. Those include a rogue AI system triggering a nuclear crisis or deploying bioweapons.
The October plan didn’t come out of nowhere. In June 2026, El-Sayed rolled out an earlier platform called “AI Under Democracy.”
That version focused on public benefit charters for AI labs, along with broad oversight and control measures for AI developers and major tech firms.
Then, on or around September 9, 2026, he called for a pause in AI development. He cited warnings about existential risks from AI that Anthropic researchers had shared that month.
The trajectory is clear. El-Sayed moved from governance reform in June, to a call for a pause in September, to a detailed freeze-and-enforce package in October.
The data center politics in Michigan
The data center piece of the freeze may matter most on the campaign trail. A September 2026 poll found that 66% of Michigan voters oppose AI data center development.
El-Sayed appears to be leaning into that sentiment. His race is against Republican nominee Mike Rogers, and the AI plan gives him a sharp contrast to draw.
