Russian forces launched one of their largest coordinated assaults against Ukraine’s energy infrastructure, striking more than 15 critical electricity generation and transmission facilities across multiple provinces, President Volodymyr Zelensky announced on Saturday, Oct. 17.
The president reported that emergency restoration operations are underway across the country, mobilizing municipal utility workers and specialized engineering crews from domestic power companies to restore severed power supplies.

“On the eve, the Russians delivered one of their largest strikes against Ukrainian energy: more than 15 critical electricity generation and energy transmission facilities in various regions of Ukraine were attacked,” Zelensky stated.
“Restoration work is ongoing, involving all necessary services and all available resources of Ukrainian energy companies. I thank everyone working virtually non-stop to restore power.”
Regional impact and grid dispersion tactics
Zelensky highlighted that the most severe disruptions to municipal electricity networks were recorded in northwestern and central urban centers, specifically identifying Lutsk, Rivne, Zhytomyr, Vinnytsia, Shepetivka, Slavuta, and Netishyn.
Additional kinetic strikes and falling debris damaged energy installations across Kharkiv region, Kyiv region, and Dnipropetrovsk region alongside other administrative jurisdictions.
According to the president, the operational breadth of the assault reflects an intentional Russian doctrine engineered to exhaust municipal repair reserves and disperse domestic technical response teams ahead of freezing winter temperatures.

Major Russian Strike on Vinnytsia Region Injures 6
A major drone assault on Vinnytsia region has injured six people and damaged critical infrastructure, with 24 drones shot down.
“The Russians scaled up their anti-energy operation and are trying to disperse our reserves and recovery capacity to the maximum,” Zelensky said.
Between 7:00 p.m. on Friday and 7:00 a.m. on Saturday, Russian forces deployed more than 320 strike drones against Ukraine’s civil power networks, municipal infrastructure, and residential settlements.
The wave comprised a mix of turbojet-powered and conventional piston-engine Shahed loitering munitions, loitering compact cruise weapons, alongside cruise and ballistic missiles.
“And although our warriors manage to shoot down a significant portion, the scale and continuity of Russian strikes – specifically against energy – unfortunately has many negative consequences,” Zelensky noted.
Push for European support
Zelensky confirmed that European partner nations have assembled new military and energy assistance packages to reinforce Ukrainian defenses, expressing gratitude for European solidarity following high-level summits in Brussels.
Concurrently, the president addressed policymakers and the public in the US, criticizing recent decisions in Washington to waive statutory economic sanctions and tariffs targeting the Russia.
“It is important that everyone in America also sees what is actually happening,” Zelensky emphasized.
“At a time when the Russians delivered such a massive strike against our energy, a decision was unfortunately made in America to completely ignore the Lindsey Graham law, which was supposed to introduce truly effective pressure on Russia to end this war.”
The presidential statement referred to the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, which US President Donald Trump signed into law on Sept. 18 but waived via executive order on Friday, Oct. 16, just 48 hours before mandatory 500 percent tariffs on Russian imports and 100 percent duties on third-party petroleum buyers were set to take effect.
“This law could – and still can! – help greatly. But the law needs to actually work, and every vote for this matters,” Zelensky urged, noting that relieving economic pressure incentivizes further aggression.
“Russia is trying to cause a blackout in Ukraine right before winter. Russia is trying to leave millions of our people without electricity and heating,” Zelensky stated.
“Pressure is needed to stop this. An American sanctions blackout, easing pressure on the aggressor, monetary rewards for [Russian President Vladimir] Putin – all of this only encourages him to strike further. We must not surrender positions; we must try to end the war. End it, rather than give Putin every reason to prolong it indefinitely.”
