Julius Katongole, popularly known as Mumiransanafu, has told court that he would have won the Lubaga III councillor election with approximately 60% of the votes as he challenges the victory of National Resistance Movement (NRM) candidate Bonny Kabugo.
Katongole, a member of the National Unity Platform (NUP), is seeking to overturn Kabugo’s victory, claiming that the election results available to him showed he had defeated his opponent by more than 9,000 votes.
“My analysis showed that I would have won the election with approximately 60 per cent of the votes,” Katongole told court.
He alleges that some Declaration of Results (DR) forms indicated that Kabugo had received more votes than the number of voters who turned up at certain polling stations, which he argues points to irregularities in the electoral process.
Katongole is asking court to order a fresh election or, alternatively, a recount of the votes and declare him the winner if the evidence supports his claim.
The petitioner has also identified Kampala Lord Mayor Ronald Balimwezo as a key witness, saying he relied on DR forms to establish the number of voters who participated in the election.
Katongole maintains that the documents could help demonstrate the alleged discrepancies in the results and support his challenge to Kabugo’s victory.
“I had results showing that I defeated Kabugo by more than 9,000 votes, and I want court to examine the evidence and determine the rightful winner,” Katongole said.
The Lubaga III electoral contest covers areas including Najjanankumbi, Nateete and Lubaga.
The petition is scheduled to resume on October 16, 2026, with additional witnesses expected to testify as court continues hearing the case.
