The first global financial regulator closes the loop on agentic structure. While Payward buys the perimeter, the FSB is defining what happens inside it.
The Financial Stability Board published its Sound Practices for Responsible Adoption of Artificial Intelligence (AI) on October 15, 2026. This report establishes a structural baseline for the global financial industry regarding the use of agentic AI. It represents the first attempt by global regulators to create a unified framework for these systems. While the technology evolves rapidly, the regulatory apparatus maintains the steady pace of international consensus.
The document contains 12 sound practices. The first four practices address organization-wide AI governance, while the remaining eight focus on risk management across the entire AI lifecycle, from development to deployment. It is a comprehensive, non-binding attempt to standardize how firms approach these tools. Alongside this, the FSB released a separate note on Global Stablecoin Arrangements, a parallel companion that addresses cross-border vulnerabilities in stablecoin monitoring, though it remains distinct from the AI guidance itself.
The FSB abandoned the term “synthetic employees,” which appeared in an earlier consultation draft from June 2026, following industry pushback. The final report adopts a more precise framing: AI agents do not reason like humans, and they are prone to interpreting pre-defined goals in ways that can be profoundly unexpected. By stripping away the anthropomorphic veneer, the FSB signals that these are not colleagues, but complex, autonomous software systems that require rigorous, non-human-like management.
Central to this management is Sound Practice 10, which mandates robust human oversight. The FSB is clear that the intensity of this oversight must scale with the materiality, risk, and autonomy of the specific use case. In higher-risk scenarios, the board insists that firms implement clear, risk-based triggers, effectively creating a mandatory pause button where an AI agent must seek human approval before executing a transaction or changing a strategy. It is a pragmatic acknowledgment that autonomy without a circuit breaker is a liability.
The guidance also tackles the messy reality of third-party AI dependencies in Sound Practice 12. As financial institutions increasingly outsource their intelligence to specialized vendors, the FSB is concerned about the concentration of risk. This practice demands that firms maintain a tight grip on performance, transparency, data quality, and supply chain integrity. It is a recognition that a firm’s resilience is only as strong as the weakest link in its vendor ecosystem, a point that becomes increasingly critical as AI models become more deeply embedded in core financial infrastructure.
This is a global effort, coordinated across 24 jurisdictions, including heavy hitters like the US Federal Reserve, the SEC, the CFTC, the OCC, and the Treasury. The guidance was delivered directly to G20 Finance Ministers and Central Bank Governors by FSB Chair Andrew Bailey, underscoring its status as a foundational document for international policy. While it is not a set of binding rules, it functions as a de facto standard that national regulators will almost certainly reference as they build out their own domestic frameworks. It provides a global structural baseline that contrasts sharply with the fragmented, agency-by-agency approach currently seen in the United States.
For those tracking the evolution of financial perimeters, this guidance provides the structural rules inside the spaces that acquisitions like Payward’s recent purchase of Saldo Bank are attempting to occupy. As we noted in our analysis of the Payward-Saldo deal, Europe’s regulatory perimeter is for sale while America’s is a queue. Now the FSB is defining what happens inside those perimeters: the governance structures, the oversight triggers, and the third-party risk standards that every AI-integrated financial institution will be expected to meet.
The FSB has made clear that this is not a final word, but a starting point. The board intends to update these practices as the technology evolves, acknowledging that the rapid pace of development makes any static rulebook obsolete almost immediately. This is a baseline, not a ceiling, and for the financial institutions currently racing to deploy agentic AI, the message is clear: the guidance provides a framework for risk-based oversight as the industry moves forward.
