Dominican mango exports to the US are expected to restart with the 2027 harvest, the agriculture minister says. Peravia has finished its fruit fly fixes, but US inspectors must still approve.
Dominican mango exports to the United States should resume with the 2027 harvest. Agriculture Minister Francisco Oliverio Espaillat said so on Wednesday, 21 October.
He said Peravia province, home to most export orchards, has completed all fixes to its fruit fly traps and monitoring. The US Department of Agriculture’s inspection service, APHIS, must still verify the work.
What the Dominican Government Announced
Espaillat spoke after a working session with OIRSA, a regional plant and animal health body led by executive director Raúl Rodas Suazo. Diario Libre and Hoy both carried the ministry’s account on 21 October.
Peravia has completed 100% of its corrective measures on trapping and monitoring, Diario Libre and Hoy reported. Other producing zones stand at about 60%, both reports say.
The ministry will soon send a final report to US authorities and ask for a technical visit. That visit would verify the corrections and give the approval needed to restore exports.
Shipments would restart when the 2027 harvest begins in mid February, Espaillat said. No date for the US visit has been published.
Espaillat also signed a letter of understanding with OIRSA, and the agency handed over five pickup trucks and 15 motorcycles. The vehicles are meant to help plant health teams reach orchards and follow up on the fixes.
Why the United States Stopped the Mangoes
APHIS suspended the Dominican mango pre-inspection programme in July after a technical audit this year, Diario Libre reported on 22 July. The US trade site FreshFruitPortal reported on 20 July that imports were temporarily suspended.
The ministry says APHIS first asked for changes to the pre-inspection protocols in 2023. Diario Libre reported that auditors found weak monitoring and control of the fruit fly and gaps in the protocols.
Dominican Today reported that sector sources had seen a US inspection report. They described traps showing fruit flies where reports said none.
The same sources said traps were poorly kept and rotting fruit lay on orchard floors; APHIS has not confirmed this. The ministry answered in July with a 12-month plan to July 2027.
It said it would inspect all 2,089 fruit fly traps in Peravia, Dominican Today reported. It also named Jeurys Arias to lead fruit fly monitoring.
What the Suspension Cost Growers
Peravia growers estimated losses of US$1.5 million, or about 90 million Dominican pesos, said Germán Báez of the Baní producers’ association Abapromango. About 100 producers in Baní were affected, and local mango prices fell by about 50%, he said.
The halt held up 55 containers of Mingolo mangoes planned for July and August, Báez said. It also stopped an order of 30 containers of Keitt mangoes for a US importer.
A ministry official said 85% to 90% of the yellow-skinned crop had already reached the United States before the suspension. Exports of green and red-skinned mangoes to Europe continued, with 9 million boxes expected this year.
Senator Julito Fulcar of Peravia said last year’s exports reached 10 million boxes worth US$54 million. About a quarter went to the United States, he said.
Peravia has about 830 mango growers, Fulcar said, and supplies about 80% of export mangoes, the ministry says. Banco Agrícola had 496.4 million Dominican pesos (about US$8.1 million) lent to them, Dominican Today reported.
What It Means for US Readers
US importers and shoppers should not expect Dominican mangoes in American stores before the harvest begins in mid February 2027. Even then, shipments depend on APHIS verifying the new trapping and monitoring system.
The case shows the US plant health service enforcing pre-inspection rules on a Caribbean partner. Such rules exist to keep fruit fly pests out of US orchards and markets.

What Is Not Known
No statement from APHIS was found, so the suspension details come from Dominican officials, producers and local press. Reports in July differ on whether all imports or only the pre-inspection programme were suspended.
It is not known when US inspectors will visit or whether they will approve the fixes. The ministry’s own release could not be opened, so the 100% and 60% progress figures rest on Diario Libre and Hoy.
The US inspection report itself has not been published, and its findings reach us only through unnamed sector sources. Currency conversions use the rate of 22 October 2026, 61.4 Dominican pesos per US$1.
What Comes Next
The ministry says it will send its final report to US authorities soon and ask for a technical visit. Approval would not mean immediate shipments, since the harvest only begins in mid February.
