Mexico arrested a CJNG tunnel builder in Zapopan, Jalisco, the federal Security Cabinet announced on Friday 16 October. Luis Manuel “N”, known as “El Ingeniero”, is accused of designing cartel tunnels into the United States and faces drug conspiracy charges in San Diego, California.
The Jalisco New Generation Cartel (CJNG) is a Mexican criminal group that the United States designated a foreign terrorist organization on 20 February 2025. For US readers the case matters because the tunnels described run mainly from Tijuana toward San Diego.
What Mexico Says Happened in Zapopan
The Security Cabinet said in a communique, as relayed by El Universal, El Financiero and EFE, that federal forces arrested the suspect in Zapopan, a municipality in the Guadalajara area, and seized weapons, drugs and a vehicle. It gave no type or quantity for the drugs or the weapons.
The defence ministry (Defensa) said military intelligence work led to the arrest, made in the act, with the Army and the National Guard. He was handed to the Attorney General’s Office (FGR) in Guadalajara, which will decide his legal status.
Outlets differ on the arrest date: Tribuna de la Bahía and Serpientes y Escaleras say 15 October, while an FGR photo caption in El Universal says 16 October. The announcement itself came on Friday 16 October, the EFE agency noted.
Who El Ingeniero Is Said to Be
El Universal, citing Defensa, and EFE, citing security sources, say he worked directly under Juan Carlos Valencia González, known as “El 03” or “El Pelón”. Valencia González is described as the cartel’s current top leader.
US court filings cited by the Justice Department say Valencia González took over after the Mexican military killed Nemesio Oseguera Cervantes, “El Mencho”, in February 2026. On 5 August the State Department raised his reward to up to US$25 million, part of more than US$100 million for eight CJNG fugitives.
Authorities describe him as a key operator of the group. He is a suspect, not a convicted man, and every allegation here comes from the authorities’ own statements.

Why a CJNG Tunnel Builder Matters to the United States
Mexican authorities, cited by EFE, say about 20 tunnels have been found along the California border since 2006, mostly in the Otay industrial zone. They say the terrain there makes digging easier.
In a separate US case, prosecutors in San Diego charged four men over a Tijuana tunnel that ended under a store floor near the Otay Mesa port of entry. Agents seized more than 1,000 kilograms of cocaine on 29 May, which Homeland Security valued at US$45 million.
Tunnels let smugglers move loads below the border and around the conventional checkpoints. In that May case one defendant was also charged with conspiracy to use a cross-border tunnel.
What It Means for You
For US readers, the CJNG tunnel builder’s arrest links a Mexican operation to a San Diego court, because the US charge is conspiracy to traffic drugs. No US statement on the arrest had surfaced in the outlets we checked by Saturday morning.

The arrest took place in the Guadalajara metropolitan area, which has its own page in our Guadalajara City Guide for Expats and Visitors. The announcement as relayed says nothing about travel or border conditions.
What Is Not Known
Which tunnels the CJNG tunnel builder is accused of digging has not been said, and no official source we found links him to the May 2026 tunnel near Otay Mesa. The Mexican statements say only that he worked mainly around Tijuana.
The weapons, drugs and vehicle seized were not described, and the court filings behind the San Diego charges were not opened for this article. The charge is an allegation of conspiracy, and he is presumed innocent until a court decides.
No handover to the United States has been announced, and the FGR in Guadalajara will first decide his legal status in Mexico. The arrest date is also unclear, since the sources give 15 and 16 October.
What Prediction Markets Say
Polymarket’s market on whether Valencia González is arrested or detained by 31 December priced a 12.5% chance on 17 October (4:07 a.m. ET), with bids at 11 cents and asks at 14 cents. The market has traded about US$59,900, within a cartel-leader arrests event that has traded about US$190,000.
The price is down about 13 points over the past month, according to the platform’s own data. These are real-money bets, not polls, and a price of 12.5 cents reads as a 12.5% chance.
Why we show this: prediction markets turn real-money bets into a live probability that moves within minutes of the news, which is why investors, campaigns and newsrooms in the United States now follow them closely. We show them next to polls and official results, never instead of them.
