UTM president Dalitso Kabambe has ignited debate over presidential accountability and the continuity of government, questioning who assumes responsibility for the affairs of the state when the Head of State is away on a private trip.

In a statement that places transparency and constitutional governance at the centre of public discourse, Kabambe drew a distinction between the President’s private affairs and his public responsibilities.
“If the President is on a private trip, that is his business. But governing the country is public business. Who is running Malawi in his absence? Malawians deserve a clear answer, not silence,” he said.
His remarks touch on a broader issue of democratic accountability and the constitutional mechanisms designed to ensure uninterrupted governance.
At the heart of the intervention is a call for clarity regarding the exercise of executive authority whenever the President is outside the country.
Kabambe’s comments are likely to renew discussion about transparency in government and the extent to which citizens should be informed about leadership arrangements during periods when the President is away.
For many Malawians, the question is not simply about travel, but about accountability.
As Kabambe suggests, the public has a legitimate interest in understanding who is entrusted with the day-to-day running of the country and how executive responsibilities are discharged in the President’s absence.
