Analysis
Philippine regulators just restricted the inbound banking rails for the country's largest stablecoin gateway. The move reveals where the actual power over machine-settled commerce lives: at the pipe, not the license.
Philippine regulators have restricted the inbound funding channels for the country’s largest crypto exchange, a move that precedes any formal license revocation. In the world of digital finance, control is not always exercised through public announcements or formal hearings. It is frequently exercised at the point of settlement, where the fiat currency meets the digital asset rail.
According to a CoinDesk report, Coins.ph serves over 18 million customers and handles roughly 50 million dollars in 24-hour spot trading volume. More importantly, the exchange controls an estimated 75 percent to 80 percent of peso-to-stablecoin liquidity in the Philippines. This concentration is the defining characteristic of the current standoff. When a single venue holds the vast majority of a nation’s primary gateway for stablecoin conversion, the regulator does not need to revoke a license to exert total control. They simply need to turn off the tap.
The documented action is a partial suspension of inbound InstaPay and PESONet credit transfers to Coins.ph wallets, which began on September 29, 2026 under BSP Monetary Board Resolution No. 839. This restriction, relayed through the Philippine payments industry body, effectively blocked the primary funding mechanism for the exchange. While outbound transfers, merchant QR payments, and spot trading remain functional, the inbound pipe is dry. This is distinct from the reported intent of central bank regulators to pursue punitive action against the company, including the potential stripping of its license. While anonymous sources cited by CoinDesk suggest such a move would cause an earthquake in the local crypto ecosystem, no order has been filed and no license has been revoked.
The mechanism behind this friction is a classic case of regulatory containment shifting, rather than removing, market activity. In 2025, the Bangko Sentral ng Pilipinas (BSP) issued a directive requiring e-wallet operators to block in-app access to gambling sites. As institutions complied, gambling entities migrated to Coins.ph. This migration provided these firms with a critical advantage: direct access to stablecoins for paying offshore partners. The regulator’s own containment policy effectively funneled this activity into the one venue that offered the necessary rails, creating the very concentration that is now under scrutiny.
The exchange has faced internal turnover, with the departure of several high-profile compliance staffers this year, including chief compliance officer Lexi Herrera, head of anti-money-laundering transaction monitoring Chris Beaño, and money laundering reporting officer Irish Calagui. Despite the pressure, there is no public BSP statement or advisory page regarding these actions. In a statement shared with CoinDesk, Coins.ph firmly denied the claims. \”Coins.ph firmly denies any claim that it knowingly serves offshore gaming or gambling operators. We hold ourselves to the requirements and standards of the BSP, AMLC and other regulatory authorities, and full compliance sits at the core of how we operate,\” the company stated. The exchange added that user funds are safe, it continues to operate as a licensed institution, and it expects to fully restore affected services soon.
As machine-settled commerce increasingly rides stablecoin rails, as discussed in our previous reporting on stablecoin settlement rails and the identity problem in agentic commerce, the risks of such concentration become systemic. If three-quarters of a country’s peso-to-stablecoin flow runs through one venue under regulatory threat, any machine-settled commerce denominated in that corridor inherits a single point of failure that no protocol-level redundancy can patch. This is the liquidity-side companion to our analysis on capital concentration in agentic AI, where the same character of extreme concentration appears in different clothes.
The regulator moved at the pipe first, which is where the actual power over a stablecoin rail lives. The situation will resolve or detonate based on three specific signals: the restoration of the inbound pipes, the filing of a formal regulatory order, or a second venue successfully absorbing the flow of liquidity. Until one of these occurs, the market remains in a state of suspended animation, waiting to see if the regulator intends to drain the pool or simply change the plumbing.
