Zheng Zhao, a 44-year-old Chinese national, landed in Los Angeles on October 23, 2026, after being extradited from the Netherlands. He was arraigned the same day.
US prosecutors allege he was part of a network running scam centers in Cambodia. Those centers allegedly used fake crypto trading websites to drain more than $36.9 million from at least 174 identified American victims.
The charge is conspiracy to commit money laundering. It carries a maximum sentence of 20 years in prison if he is convicted.
How the alleged scheme worked
The playbook described by authorities is the one law enforcement calls “pig butchering.” The name is grim but accurate: scammers fatten victims up with trust before taking everything they have.
According to the allegations, the operation reached targets through social media and dating apps. Conversations built rapport first. Investment pitches came later.
Victims were then steered toward counterfeit digital asset trading platforms. These sites displayed impressive returns on paper. The gains were fabricated.
The money trail is where the case gets technical. Prosecutors say victim funds were routed through US shell companies, then sent to Deltec Bank in the Bahamas.
From there, the cash was allegedly converted into Tether (USDT), the dollar-pegged stablecoin. The USDT was then distributed to operators back in Cambodia.
Eight down, one more in court
Zhao was first charged in August 2025. His extradition took more than a year to complete, which is roughly par for cross-border cases that run through European courts.
He is not the first defendant in this case to face a judge. Authorities say eight of his co-conspirators have already pleaded guilty.
The sentences handed down so far include 46 months in prison for Jingliang Su and 51 months for Shengsheng He. Other outcomes have involved restitution running into the millions of dollars.
Zhao’s next hearing is scheduled for November 30, 2026.
The bigger crackdown on Cambodia’s scam compounds
This case sits inside a much larger effort. US authorities have been targeting fraud operations based in Southeast Asia, and Cambodia’s scam compounds have drawn particular attention.
These networks are not just financial fraud shops. According to the research findings on the case, they are also tied to human trafficking and forced labor.
Recent US moves against these operations have included sanctions on individuals and entities linked to the scams. Washington has also pursued crypto seizures valued in the billions.
What this means for crypto and stablecoins
The stablecoin angle is the part of this story the crypto industry cannot shrug off. Prosecutors have highlighted the role stablecoins play in moving the proceeds of these scams.
There is another way to read the case, though. The alleged laundering route still relied on traditional plumbing: US shell companies and a Bahamian bank. The crypto leg came at the end of the chain, not the beginning.
For everyday investors, the practical lesson is less about policy and more about pattern recognition. The alleged scheme followed a recognizable script: a stranger online, a slow-building relationship, a trading platform you have never heard of, and returns that look almost too good. At least 174 Americans allegedly learned that the expensive way, with combined losses topping $36.9 million.
