ANYANG — The city of Anyang is accelerating its Bakdal Smart City development project.
Anyang said it signed an agreement on the 20th with West Anyang Eco-Friendly Convergence Smart Valley Project Financing Vehicle (PFV) Co. to delegate implementation of the Bakdal Smart City project. The signing took place in a reception room on the third floor of city hall.
The project is tied to the relocation of the Army's 50th Ammunition Battalion in Anyang. Under the plan, military ammunition facilities in the Bakdal-dong area of Manan District will be relocated underground and donated to the Ministry of National Defense. In return, the city will take over the existing military site and develop it into a smart city combining advanced industry, housing and cultural functions.
Those attending the ceremony included Anyang Mayor Choi Dae-ho, National Assembly member Kang Deuk-gu, Anyang City Council Vice Chair Yoon Hae-dong, council members Kwak Dong-yoon and Yoon Soon-seop, Anyang Urban Corporation President Kim Kyung-soo, and PFV officials.
The agreement centers on spelling out the scope of work and responsibilities between Anyang, the project implementer, and PFV, the implementation agent. Because the Bakdal Smart City project is being carried out under a donate-and-transfer arrangement, the city said the agreement establishes a foundation for steadily advancing construction of the replacement facility and the administrative procedures that follow.
West Anyang Eco-Friendly Convergence Smart Valley PFV is a special-purpose company established by Anyang Urban Corporation together with a private-sector partner selected through an open competition. Under the agreement, PFV will take charge of building the replacement facility required for the military unit's relocation.
The replacement facility is to be built as a large-scale "K-Smart Ammunition Depot" incorporating advanced technologies such as artificial intelligence. Anyang expects the project to improve the safety and efficiency of ammunition management and contribute to modernizing military facilities.
The city signed a memorandum of agreement in September 2025. It completed the designation of the project implementer in October of that year and began design work for the replacement facility in April 2026.
Anyang will now pursue related administrative procedures, including the lifting of greenbelt restrictions and revisions to management plans. After subsequent steps such as approval of the replacement facility's project plan, the city plans to break ground in 2028 and complete construction in 2030.
Once the replacement facility is built and the military unit relocates, development of the existing military site will begin. Anyang aims to complete the Bakdal Smart City by 2033.
"This agreement has further solidified the foundation for moving the project forward," Mayor Choi said. "Bakdal Smart City is a core project that will create future growth engines for Anyang."
He added, "We will push ahead without setbacks, starting with construction of the replacement facility, and do our utmost so that the Bakdal-dong area can emerge as a future-oriented city where advanced industry, housing and culture come together."
