The Rawalpindi divisional administration has directed utility service providers to obtain road-cutting permission and a no-objection certificate (NOC) before starting any development work involving road excavation.
Commissioner Rawalpindi Salman Ghani issued the directive during a meeting to review road-cutting approvals and the installation and management of underground utility lines by government departments.
He said repeated excavation in urban areas inconvenienced residents, disrupted traffic and wasted public resources. He directed all relevant departments and service providers to coordinate their plans and share information about upcoming projects to prevent the excavation of newly constructed roads.
Ghani said road cutting should be a last resort and urged departments to use alternatives such as thrust boring and ducting wherever possible. He also ordered that any road damaged during approved work must be restored to its original standard, with refilling and reconstruction completed within 15 days.
During the meeting, the administration approved PTCL’s request for an NOC to carry out work in Shah Khalid Colony Phase II, with a two-day completion deadline.
The Water and Sanitation Agency (WASA) also received permission to lay a 12-inch sewer line at Al-Khidmat Al-Razi Children’s Hospital. The work must be completed within seven days, and an alternative traffic route must remain available during construction.
