MONROVIA, October 14, 2026 – Liberian officials and journalists have returned from a study tour of Rwanda aimed at drawing lessons for the establishment of Liberia’s proposed War and Economic Crimes Court and National Anti-Corruption Court.
The delegation, led by the Office for the Establishment of the War and Economic Crimes Court for Liberia (OWECC-L) and the Press Union of Liberia (PUL), returned to Monrovia on October 12 following engagements in Rwanda that began September 24.
The visit focused on Rwanda’s experience in transitional justice, accountability, reconciliation and post-conflict recovery, including lessons from the country’s response to the 1994 Genocide against the Tutsi.
OWECC-L Executive Director Dr. Jallah A. Barbu and PUL President Julius Kanubah emphasized the importance of institutional cooperation, preservation of historical records and support for victims and survivors of Liberia’s civil conflicts.
During the visit, the delegation engaged Rwandan justice institutions, media organizations and civil society groups to explore approaches to accountability, national healing and public education.
Discussions with the Rwandan Journalists Association, Rwanda Media Commission and Liberian Media Institutions Network-Rwanda centered on transitional justice reporting, journalist training, digital archiving and professional exchanges.
The delegation also examined the media’s role during Rwanda’s genocide and its subsequent contribution to reconciliation and national recovery.
Other participants included a Liberia National Police investigative officer assigned to OWECC-L, the office’s information technology chief, assistant director for operations and an adviser.
According to the organizers, the visit forms part of efforts to strengthen Liberia’s institutional capacity as preparations continue for courts intended to address wartime atrocities and economic crimes.
However, translating Rwanda’s experience into meaningful progress will require approaches suited to Liberia’s legal and institutional circumstances.
The study tour comes as Liberia continues efforts to establish mechanisms for accountability over crimes committed during its civil wars while pursuing national reconciliation.– Press Release
