Mexico Sets US$68.60 Duty on Chinese Bicycles

MEXICO · TRADE

Chinese bicycles for adults will cost importers in Mexico an extra US$68.60 each from Tuesday 13 October. The Economy Ministry published the provisional anti-dumping duty in Mexico’s official gazette on Monday, as Mexico bargains with Washington over the USMCA trade pact.

An anti-dumping duty is an extra import charge on goods sold abroad below their fair price at home. This one applies to bikes made in China even when they are shipped from a third country.

What Mexico Decided on Chinese Bicycles

The ruling covers adult bicycles with wheels larger than 20 inches, of all types, made in China. Road and racing bikes and electric bicycles are left out of the case.

The duty applies to Chinese bicycles regardless of the country they are shipped from. Importers who prove that their bikes were made outside China do not have to pay it.

Economy Secretary Marcelo Ebrard, a former foreign minister who now runs Mexico’s trade policy, signed the resolution on 28 September. Mexico’s Finance Ministry will apply the charge across the whole country.

Why the Duty Was Imposed

The case started with a complaint filed on 11 April 2025 by ANAFABI, the National Association of Bicycle Manufacturers, and four bicycle companies. They are Bicicletas Mercurio, Bicicletas Veloci, Distribuidora de Bicicletas Benotto and Línea Siete, and the ministry opened its investigation on 13 August 2025.

The ministry compared the bikes’ normal value with their export price to Mexico and found a dumping margin of US$261.71 per bicycle. It chose the lower charge of US$68.60, which it judged enough to restore fair competition.

According to the resolution, Chinese bicycles sold 37% below Mexican-made bikes in 2023 and 27% below them in 2024. From 2022 to 2024, output by Mexico’s bicycle makers fell 34% and their jobs fell 29%.

Mexican supermarket chain Tiendas Soriana and importer Imporey Internacional argued that the Chinese bikes were not dumped. The ministry called their arguments unfounded, saying neither company offered a calculation to back them.

The US Angle

The United States is the world’s largest buyer of adult bicycles, taking 29.3% of global imports from 2022 to 2024, according to the resolution. China supplied 62% of world exports in the same period.

Bicycles from China already pay Mexico’s general import tariff of 35%, set by a decree published on 23 April 2026. The new duty comes on top of that, and it targets China alone.

The ruling lands as Mexico negotiates with the Trump administration over the USMCA, its free-trade pact with the United States and Canada. On Monday, President Claudia Sheinbaum said there is still no deal with Washington on US tariffs on Mexican vehicles, aluminium and steel.

What It Means for You

For US travellers and residents in Mexico, Chinese bicycles for adults will cost importers US$68.60 more each from Tuesday. Shops may pass part of that on to buyers.

For US bicycle companies, the duty does not touch bikes made in the United States or other countries. It only hits bikes that importers cannot show were made outside China.

Children’s bicycles from China already carry a separate, older Mexican anti-dumping duty. The ministry reviewed that duty in a final resolution published on 8 September 2026.

What Is Not Known

The duty is provisional, and the final rate could be higher, lower or dropped when the investigation ends. The ministry has not published a date for its final ruling.

Under the resolution, companies taking part in the case have 20 working days from Tuesday to file more arguments and evidence. La Jornada, a Mexico City daily, reported that the investigation will decide whether definitive duties follow.

The resolution gives no estimate of how much the duty will raise retail prices in Mexico.
