A Chinese woman’s decision to buy nearly 200 parking spaces in a residential complex has turned an investment bet into a bitter dispute with her neighbours. Wu spent 14 million yuan, around US$2 million, on the spaces when demand was low, expecting the surrounding area to develop.
As the neighbourhood grew and parking became more sought after, she began renting and selling the spaces at higher prices. However, residents who struggled to find affordable parking challenged her ownership in court, sparking a debate over private property rights and access to essential residential facilities.
Why did a Chinese woman’s parking space investment spark a legal feud
According to the South China Morning Post (SCMP), Wu bought 196 parking spaces in a residential development in Changsha, Hunan province, in a single transaction.
The purchase represented 40% of the project’s total parking inventory. The Star, in its report, also highlighted how the woman’s plan to resell the spaces for profit angered residents and led to legal action. The development’s name was not disclosed in the reports. The dispute began with a decision that initially appeared to be a calculated business move. Instead of purchasing a few spaces for personal use, Wu invested heavily when the property market in the area was struggling.
Her neighbours, meanwhile, became concerned when the spaces they needed were increasingly controlled by one owner. The disagreement eventually moved beyond the question of whether Wu could make money from her purchase. It became a conflict over whether a single investor should be able to control such a large share of a residential community’s parking supply.
Wu grabbed an opportunity when others stayed away
The SCMP reported that the residential project was completed and put on the market in 2018.
At the time, the neighbourhood lacked essential amenities, including shops, schools and convenient public transport. Many potential buyers were sceptical about its prospects, and demand for both homes and parking spaces remained weak.Wu took a different view after examining regional development plans issued by local authorities. She believed the area would grow and decided to invest while the developer was facing serious financial difficulties. The developer agreed to sell her the 196 spaces for 14 million yuan, approximately US$2 million. Her decision involved a substantial financial commitment, but it also meant acquiring a large share of the available parking before demand increased. As anticipated, the surrounding area developed, homes in the complex sold more quickly and demand for parking rose. The investment that had looked uncertain during the project’s early days consequently became a source of potential income. She committed her money when others were hesitant, but the resulting ownership concentration later became the central source of friction with residents.
What made the parking spaces a source of conflict
According to The Star, Wu installed parking locks to prevent people from using her spaces without permission. She began renting some of them for 500 yuan, around US$75, per month, roughly twice the rental price originally set by the developer in 2018.Residents asked her to reduce the monthly rent to 300 yuan, but she declined.
She later listed spaces for sale at around 100,000 yuan, or US$15,000, each, with some asking prices reportedly reaching 80% above their original values. For residents who needed parking, these prices presented a problem. They believed the spaces should be available at the original rates, particularly because parking was an everyday necessity.A government official was sent to mediate between Wu and the residents, but the effort failed to settle the dispute.
An undisclosed number of residents subsequently joined forces to challenge the purchase in court.Their argument was that parking spaces formed an important part of the residential community’s infrastructure and should not be monopolised by someone seeking to profit from resale. They asked the court to annul the contract between Wu and the developer.
The court ruling favoured Wu’s right to own the spaces
The legal challenge reached a decisive point in February 2024, when a local court in Changsha ruled in Wu’s favour, according to The Star. The court noted that residents had been given the opportunity to purchase parking spaces when the developer initially offered them for sale. They had chosen not to buy them, whereas Wu had committed her money and accepted the financial risks. The court also found that no law restricted the number of parking spaces an individual could own. It therefore considered Wu’s bulk purchase legal and rejected the residents’ attempt to invalidate the original contract.Although Wu’s ownership caused widespread dissatisfaction within the community, the court’s reasoning centred on the original sale and the absence of a legal limit on individual ownership.
The case continues to divide public opinion
The SCMP reported that the dispute attracted renewed attention on Chinese social media in late September 2026. Reactions reflected the divide between people who considered Wu a shrewd investor and those who believed parking should primarily serve the needs of residents. Some online users supported her, arguing that the developer had offered the spaces to residents before she bought them. Others questioned whether it was fair for one person to control so much parking while neighbours struggled to find affordable spaces. The court ruling settled the legal challenge to her purchase, but it did not remove the underlying disagreement. For Wu, the spaces represented an investment made with her own money. For her neighbours, they represented access to convenient and affordable parking.
