Paolo Ardoino defends the company's compliance record as it pushes back against Senate criticism over sanctions enforcement.
Tether CEO Paolo Ardoino says the company has dramatically cut off stablecoin activity tied to Iran. He claims transaction volumes linked to Iranian wallets have dropped 94% since 2023. The figure is being presented as evidence of Tether's sanctions compliance efforts.
Ardoino's comments arrive alongside a broader dispute with U.S. lawmakers. According to Cryptonews, he is pushing back against criticism from the Senate over how Tether's stablecoin, USDT, may be used by sanctioned actors. The pushback suggests Tether sees the Senate's concerns as outdated or overstated given its recent enforcement actions.
Tether has faced years of scrutiny over whether USDT, the largest stablecoin by market capitalization, can be exploited by sanctioned individuals or states. Critics have pointed to Iran, along with other sanctioned jurisdictions, as a persistent risk area for stablecoin issuers. Tether has responded in the past by freezing wallets linked to illicit activity, often in coordination with law enforcement agencies.
The company has increasingly positioned itself as a cooperative partner to U.S. authorities rather than a passive infrastructure provider. Wallet freezes are one of the few direct levers a centralized stablecoin issuer can pull to restrict the flow of funds. Unlike decentralized protocols, Tether retains the ability to blacklist addresses at the smart contract level.
The claimed 94% reduction, if accurate, would mark a significant decline in Iran-linked activity on Tether's network. However, the figure comes directly from the company itself, and the underlying methodology or data set used to calculate it has not been detailed publicly. Independent verification of such internal compliance metrics is difficult, since blockchain analytics firms and regulators typically rely on different data sources and definitions of what counts as Iran-linked activity.
The dispute with the Senate adds another layer to Tether's ongoing relationship with U.S. regulators. Stablecoin issuers have faced growing legislative attention as Congress works through broader market structure and stablecoin regulation proposals. Lawmakers have repeatedly raised concerns about the use of dollar-pegged tokens by sanctioned states, including Iran, Russia and North Korea, to move value outside traditional banking channels.
Market Impact
Tether's claims about reduced Iran-linked activity could influence ongoing legislative debates over stablecoin oversight. If regulators accept the figures, it may support arguments that issuer-level compliance tools, like wallet freezes, are sufficient to address sanctions risk without heavier-handed rules. If lawmakers remain skeptical, the dispute could add pressure for more formal reporting requirements or third-party audits of compliance claims.
For the broader stablecoin market, the exchange highlights the tension between centralized control and decentralization. Issuers like Tether can intervene directly to block flagged wallets, a capability regulators may increasingly expect as a baseline standard. How this dispute resolves could shape expectations for other dollar-pegged tokens competing in the same regulatory environment.
The disagreement between Tether and the Senate underscores the unresolved debate over how stablecoin issuers should police sanctioned activity. Further clarity may depend on whether Tether's internal figures are independently corroborated or challenged by regulators and blockchain analytics firms.
