Moore and Oliver were also inactive for the Week 5 victory over the Rams.
The Bills will have wide receiver Joshua Palmer (shoulder) and cornerback Dee Alford (ankle).
The team’s other inactives are offensive guard Ar’Maj Reed-Adams, offensive tackle Jude Bowry and outside linebacker Mike Danna.
The Raiders will have offensive guard Trey Zuhn, who was questionable with a knee injury.
Las Vegas’ inactives are quarterback Aidan O’Connell, defensive tackle Tonka Hemingway (concussion), safety Tristin McCollum, safety Dalton Johnson, defensive end Cian Slone and offensive guard Bryce Cabeldue. O’Connell will serve as the emergency third quarterback.
