The Community of Agrifood Systems Non-State Actors (COANSA) has raised the alarm over low capital budget implementation in Nigeria’s agriculture sector.
COANSA revealed that between 2023 and 2025, most states and the Federal Capital Territory (FCT) spent less than 50 per cent of their allocated funds.
The representative of COANSA Chairperson, Dr Nkiruka Stella Okonkwo, disclosed this in Abuja while speaking to journalists to commemorate World Food Day 2026.
Okonkwo described the country’s public expenditure performance in the agriculture sector as alarming, despite an upward trend in capital budget allocations between 2023 and 2026.
She noted that an analysis of budget performance showed that 15 states recorded less than 50 per cent expenditure performance in 2026.
She warned that Nigeria could miss this opportunity in 2026 if the necessary investments were not made.
Okonkwo said innovative solutions, including agroecological practices, agricultural research and post-harvest loss reduction technologies, offered practical opportunities to address persistent challenges affecting food production, productivity, nutrition and market access.
To accelerate the implementation of the Comprehensive Africa Agriculture Development Programme (CAADP) Kampala Declaration, Okonkwo called on the Federal Government, state and local governments, development partners and other stakeholders to strengthen its implementation and domestication at the national, state and local government levels.
Also speaking, the Head of Fiscal Governance, Tax Justice, Environment and Conservation of Nature at the Civil Society Legislative Advocacy Centre (CISLAC), Mr Ayo Omowu, called for the implementation of the Nigeria Agrifood System Strategy and Action Plan at the federal level and across the 36 states and the FCT.
