The US Secretary of State Marco Rubio's last week visit to Jamnagar, Gujarat, home to the world's largest single-site oil refinery, is being seen as Washington's bid to leverage Reliance Industries' refining capacity to process more Western Hemisphere crude.
Analysts are of the opinion that this is an attempt to safeguard global fuel supplies, rather than forcing India off Russian oil, analysts said.
Sumit Ritolia, Senior Manager - Modelling at Kpler, said Washington's "immediate interests appear increasingly aligned with maintaining energy flows, expanding bilateral trade and ensuring market stability rather than forcing a rapid reduction in Russian crude purchases."
The stakes are as much American as Indian. With a processing capacity of 1.4 million barrels per day, Jamnagar is a major diesel exporter to the United States, Europe, Africa, Asia and Australia, and US diesel prices are under pressure ahead of the midterm elections.
"Any significant disruption to its operations or crude sourcing could have implications for diesel availability, regional product balances and refining margins," Ritolia said.
Russian crude still made up about a third of Jamnagar's feedstock in July-September 2026, and Trump has eased tariff pressure on buyers of Russian oil. Ritolia said he did not expect "an immediate or significant shift away from Russian crude purely because of US engagement with Reliance."
The visit brought into focus the Trump administration's wider push to deepen energy ties with India. Washington is seeking greater access to the country's refining capacity, more purchases of American energy and expanded Indian investment in the United States.
Ritolia said Jamnagar is one of the world's most strategically important refining hubs, which is a major exporter of refined products, particularly diesel, to Africa, the United States, Australia, Asia and Europe.
Its two refineries give it considerable flexibility to process crude from lighter US barrels to heavier and more challenging Russian and Venezuelan grades, he said. That lets Reliance optimise its crude slate based on availability, discounts, freight costs and refining margins. Access to diversified supplies, including discounted Russian barrels, has helped it maintain strong refinery utilisation and stay competitive in international product markets.
"Any significant disruption to its operations or crude sourcing could have implications for diesel availability, regional product balances and refining margins," he said, particularly while global diesel markets remain sensitive to supply disruptions.
Washington has influence over Reliance through sanctions, financial restrictions and access to international markets, including the US, Ritolia said, but this "should not be confused with direct control over Reliance's commercial decisions."
Sanctions on Russian crude and refined products have already affected refinery operations, crude sourcing and export destinations, he said, and Reliance, as a major exporter, must ensure compliance. But its purchasing decisions remain largely commercial. Russian crude has been attractive for its discounts, while Venezuelan barrels suit complex refineries able to process heavier grades. US crude is another option, though higher freight costs and lighter quality can make it less competitive for certain configurations.
Jamnagar could become another channel for Washington to influence India's Russian crude purchases, he said, but "the outcome will depend on economics as much as geopolitics."
Ritolia said Washington also has its own stake. Jamnagar supplies refined products to the US and other Western markets, so measures that significantly disrupt its operations or exports could tighten product availability and push prices higher.
He said the recent US approach appears to have shifted toward maintaining stable energy flows rather than forcing an immediate cut in Russian purchases. He cited Trump's decision to ease sanctions-related tariff pressure on buyers of Russian oil, which suggests Washington is mindful of the effect on global prices. He did not expect "an immediate or significant shift away from Russian crude purely because of US engagement with Reliance."
The Visit
Rubio, accompanied by his wife, Jeanette Dousdebes Rubio, toured the refinery along with the Vantara wildlife rescue and conservation centre and Reliance's emerging clean-energy manufacturing hub on October 21.
Almost the entire Ambani family, led by billionaire Reliance chairman and managing director Mukesh Ambani, welcomed the US delegation. They included his wife Nita Ambani, daughter Isha Ambani and her husband Anand Piramal, and younger son Anant Ambani and his wife Radhika Merchant. Reliance Executive Director PMS Prasad and US Ambassador to India Sergio Gor were also present. Eldest son Akash Ambani, managing director of Jio Platforms, was overseeing the opening of the telecom giant's initial public offering.
Rubio landed in Jamnagar a day after describing India as a crude-refining "superpower" and urging it to process more Venezuelan oil. He told Reliance-owned Network18 that Washington wanted to work more closely with Reliance on refining energy from the Western Hemisphere, describing such cooperation as beneficial to both countries.
What Reliance Said
In a media statement, Reliance said Mukesh and Anant Ambani gave Rubio and Gor a tour of the refinery complex, offering a first-hand view of its scale, advanced technology and integrated operations.
The visitors were also briefed on Reliance's New Energy giga-factories, which are being commissioned in phases, and on data centres under construction. The company said the tour provided an overview of its investments across energy and digital infrastructure. The Ambanis outlined their long-term vision for Jamnagar as a centre for deep-tech, innovation and advanced manufacturing.
Reliance said the visit included wide-ranging discussions on the global energy landscape and on commercial partnerships across conventional and new energy. Topics included reliable and affordable energy supplies, technological advances, resilient supply chains and the investment needed to meet growing demand.
The talks also explored the growing intersection of energy and digital infrastructure, including the role of dependable power in supporting data centres and the expansion of the digital economy. The Ambanis shared their views on collaboration with US companies, drawing on complementary strengths in technology, engineering and advanced manufacturing. Reliance called the interaction a constructive opportunity to exchange industry perspectives and explore areas of mutual commercial interest, and thanked Rubio and Gor for the visit.
The US Energy Push
Gor said in a post on X that India's imports of US liquefied petroleum gas had surged from under 10 per cent to 67 per cent over the past year, making the United States India's largest LPG supplier. He also highlighted Reliance's planned investment in a new Texas refinery as a chance to expand US energy production and create jobs.
That project is a 168,000-barrel-per-day refinery in Brownsville, developed by America First Refining and designed to process US-produced light shale crude. If completed, it would be the first major new US refinery in about five decades. Reliance has signed a long-term agreement to buy the plant's refined products, adding a reciprocal dimension to the relationship.
Reliance is also reportedly the biggest buyer of Venezuelan crude after the United States itself, and has reportedly partnered on the Brownsville project.
The Diplomatic Backdrop
The visit followed Rubio's talks in Mumbai on October 20 with External Affairs Minister S Jaishankar on bilateral cooperation spanning energy, trade, investment, defence and critical technologies. The two governments are seeking to resolve outstanding differences over a trade deal, with Rubio saying only "a small number of items" remained unresolved.
Analyst View: What Washington Wants
Ritolia identified four likely objectives for the US: Market stability and trade, more US crude exports to India, greater Venezuelan flows and energy security and product supply.
With oil markets facing supply disruptions and elevated prices, restricting Russian barrels could tighten availability further, he said. Reliance is both an important buyer of Russian crude and a major exporter of refined products, making it relevant to crude supply and global product availability.
Jamnagar's scale makes it an attractive destination, but lighter grades, higher freight, longer voyages and competition from other Asian buyers make US crude less competitive against Middle Eastern or discounted Russian barrels. Purchases would depend on refinery requirements and economics, not politics alone, he said.
Reliance is well placed to process heavier Venezuelan grades, he said, adding that these barrels could complement Reliance's existing crude basket rather than necessarily replace Russian supplies, while supporting Washington's broader interests in Venezuela.
As a major diesel exporter to Asia, Africa, Europe, Australia and the US, Jamnagar matters to Washington when global diesel markets are tight.
Engagement could support wider cooperation on crude trade, investment and supply-chain security.
"Ultimately, Jamnagar sits at the intersection of global crude trade, refining economics and geopolitics," Ritolia said.
