Regulators cite missing local registration as authorities widen a crackdown on foreign trading platforms serving Korean users.
South Korean regulators have ordered the blocking of 27 overseas cryptocurrency exchanges operating without proper local registration. The move was reported by CryptoBriefing, Coinfomania and Cointelegraph. Among the platforms named are KuCoin and MEXC, two exchanges with substantial international user bases.
The action falls under South Korea's existing framework for virtual asset service providers. Foreign exchanges serving Korean customers are generally required to register with the country's Financial Intelligence Unit. That registration requires compliance with anti-money laundering rules and the Travel Rule, which mandates sharing of sender and recipient information for crypto transfers above certain thresholds.
Exchanges that fail to register but continue offering services to Korean residents have faced periodic enforcement in recent years. Blocking domestic web access is one of the tools authorities use to limit unregistered platforms from reaching local users. It does not necessarily prevent determined users from accessing these services through other means, such as virtual private networks.
The inclusion of KuCoin and MEXC is notable given their scale. Both exchanges have large global trading volumes and have previously drawn scrutiny from regulators in multiple jurisdictions over registration and compliance practices. Neither exchange is reported to hold the local registration South Korean rules require for serving domestic customers.
South Korea has built one of the more structured regulatory regimes for digital assets in Asia. The country requires exchanges to partner with local banks for real-name verified accounts, enforces strict reporting obligations, and has periodically updated its list of sanctioned or blocked platforms. This latest action continues that pattern rather than representing a new policy direction.
The broader context is a global trend toward tighter oversight of cross-border crypto trading. Regulators in several countries have pushed unregistered exchanges to either obtain local licenses or exit those markets. South Korea's approach of blocking website access, rather than solely pursuing legal penalties against operators, is one method regulators use when companies are based outside their jurisdiction and direct enforcement is difficult.
Market Impact
For Korean users of the affected platforms, the immediate effect is likely to be reduced direct access to trading on KuCoin, MEXC and the other 25 named exchanges. Users may need to rely on registered domestic platforms or alternative access methods, which carry their own risks and potential rule violations.
For the exchanges themselves, losing straightforward access to the Korean market could affect trading volumes tied to Korean users, though the overall scale of that impact depends on how significant Korean traffic was to each platform. The action also reinforces expectations that unregistered offshore exchanges operating in regulated markets face a growing risk of localized access restrictions, which could influence how global exchanges prioritize licensing efforts in Asia.
The blocking order underscores South Korea's continued insistence that overseas exchanges meet local registration standards before serving domestic users. It adds to a broader pattern of regulators worldwide tightening enforcement against unregistered crypto platforms.
