On Monday night, 74-year-old Dhal Singh Bisen was playing with his grandson after dinner when a friend called to congratulate him on his appointment as Uttarakhand Governor. The news had already begun circulating on television, and soon Bisen's phone was ringing incessantly as people arrived at his residence to congratulate him.
Bisen said he had never expected or even imagined being given such a responsibility. His family, too, found the news hard to believe.
"This is the BJP -- it springs surprises, and so does the Prime Minister," he said.
Bisen added that he had always discharged the responsibilities entrusted to him by the party with a strong sense of duty. He said that, as Governor, he would serve the people of Uttarakhand in keeping with the dignity of the constitutional office and extend cooperation to the state government.
Before his appointment, Bisen had held several important positions, including MLA, Cabinet minister and Member of Parliament. Born on May 14, 1952, in Pipariya village in Madhya Pradesh's Seoni district, he is an Ayurvedic doctor as well as a farmer. He has had a long political career.
Bisen first won the Madhya Pradesh Assembly election in 1990 and became an MLA. He subsequently won the Barghat Assembly seat in 1993, 1998 and 2003. Following delimitation, Barghat was reserved for Scheduled Tribe candidates. Bisen then contested the Keolari Assembly seat in Seoni district in 2008 and 2013 but failed to win either election.
In 2003, Bisen was inducted into the Cabinet of the Uma Bharti-led Madhya Pradesh government. During his tenure, he handled important portfolios, including forests, transport, school education, minerals and prisons. He later served as chairman of the Madhya Pradesh State Finance Commission from 2011 to 2013.
In the 2019 Lok Sabha election, the BJP fielded him from the Balaghat constituency. He won the election and became an MP. However, the party did not give him a ticket for the 2024 Lok Sabha election. He has now been appointed Governor of Uttarakhand.
Bisen belongs to the Pawar community, which falls under the Other Backward Classes (OBC) category. The community has a significant presence in both Balaghat and Seoni districts of Madhya Pradesh.
