IMPHAL, Oct 18 : The State Government on Sunday transferred the SP of Kamjong district with immediate effect, a day after a Kuki man was killed in a gun attack by suspected militants, officials said.
A statement by the Department of Personnel and Administrative Reforms said Manipur Police Service officer Tholu Rocky, who was in charge of SP Kamjong, had been transferred with immediate effect until further orders.
He will take charge as Additional Director of the Manipur Police Training College.
Meanwhile, IPS officer Jay Barrage, who was serving as Additional SP (Law and Order), Imphal West, will take charge as SP (in-charge) of Kamjong, the statement said.
Strongly reacting to the transfer of the SP, Kamjong AC MLA Leishiyo Keishing has slammed the transfer, terming it unfair and unjustified.
Talking to The Sangai Express over telephone, Leishiyo Keishing said that Tholu Rocky was working hard to prevent and control acts of violence in the border district.
“As a people’s representative, such a biased decision of the State Government to transfer away the Kamjong SP is totally undesirable. Such a wrongful decision was something unexpected from the State administration”, Leishiyo said.
He said that the SP never worked in favour of any particular community, be it Nagas or Kukis.
The MLA pointed out that the SP of Kangpokpi district was not transferred when six Nagas were abducted and butchered.
No SP was transferred in the course of the series of violent incidents witnessed in different parts of the State since May 3, 2023, Leishiyo said.
He went on to ask, “Why was the Kamjong SP transferred in the backdrop of the Kamjong incident? What was his fault? Why was SP Tholu Rocky transferred away from Manipur based on a one-sided decision?”
Such a decision reeks of total partiality, the MLA said.
He said that there has been no response till date to his repeated appeals to the DGP, the Home Minister and the Government to raise the police strength.
Assam Rifles who are supposed to guard the international border have been facilitating free movement and massacre of innocent civilians and burning of houses.
Many villages such as Namlee, Wanglee and Choro have been burnt down. Had the police strength been raised, such attacks and arsons could have been thwarted, the MLA said.
Completely abandoning their assigned duties, the Assam Rifles have been guarding only Chassad, he alleged.
Leishiyo further alleged that the Assam Rifles fired five rounds of RPG shells upon civilian areas on October 17, 2026.
“Is this what security forces should be doing ? Who ordered the AR troops to fire RPG shells upon civilian areas ? The Government must name the officer responsible for giving such an outrageous order”, he said.
Pointing out that the villages of Pilong and Shangkalok too have been razed to ground, Leishiyo Keishing asked who was responsible for guarding these villages.
He further asked if only Chassad village deserves to be protected.
“I feel bad for the killing at Chassad but any Government decision should be impartial”, Leishiyo added.
