Turkey, Pakistan, Qatar and Indonesia sign pact for joint defence production
Türkiye, Qatar, Indonesia and Pakistan have signed the Badr memorandum to strengthen defence cooperation and develop strategic partnerships, the Turkish National Defence Ministry said on Wednesday. The agreement was signed in Doha by the defence ministers of the four countries, including Turkish National Defence Minister Yasar Guler, Qatar’s Deputy Prime Minister and Minister of State for Defence Affairs Sheikh Saud bin Abdulrahman bin Hasan Al Thani, Indonesian Deputy Defence Minister Yusuf Jauhari and Pakistani Defence Minister Khawaja Muhammad Asif. Haluk Gorgun, head of Türkiye’s Presidency of Defence Industries, also attended the signing ceremony. What does the Badr memorandum cover?Named “Badr”, meaning “full moon”, the agreement aims to expand cooperation in military production, strengthen defence capabilities and promote collaboration in technical military training, research and development, the ministry said. The initiative is also intended to support the development of solutions and industrial sectors in line with advances in modern defence systems.
According to the ministry, the agreement carries economic significance for the participating countries by combining their military production capabilities, improving integration and strengthening their defence industries to meet the requirements of allied and friendly countries. The memorandum is also expected to deepen defence industry ties, expand military cooperation and strengthen multilateral collaboration in support of security, stability and shared objectives.Should India be worried? The agreement brings Turkey, Pakistan, Qatar and Indonesia together under a framework for closer military and defence industry cooperation. Its stated objectives include joint production, capability development, training and research.Pakistan, which has long sought to offset India’s conventional military advantage through external partnerships, could gain greater strategic depth.
Closer defence cooperation with Turkey, in particular, could strengthen Pakistan’s access to military technology, including drones, naval platforms and other defence systems. If the accord facilitates deeper integration between the participating countries' defence industries, it could help Pakistan diversify its arms procurement and sustain its military modernisation. For India, the concern would be the possibility of a more capable and better-connected Pakistani military, rather than the creation of an immediate, unified military threat.
The drone and naval dimensions deserve particular attention as Turkey has developed significant capabilities in unmanned aerial systems, electronic warfare and naval platforms.India will also need to assess the Badr Accord alongside the separate Mecca Joint Defence Agreement between Turkey, Pakistan and Saudi Arabia, signed in August 2026.Unlike the Badr memorandum, the Mecca pact provides for mutual defence assistance in the event of an armed attack. The two arrangements could complement each other if defence-industrial cooperation is accompanied by deeper intelligence-sharing, military coordination and logistical support. But they remain distinct agreements, and the Badr Accord itself does not establish a Nato-style collective-defence commitment.
