Kathmandu, October 25
The Nepali Congress has created the post of senior vice-president for the first time in its history, with Bishwa Prakash Sharma elected unopposed to the position under the party’s revised statute adopted by its 15th general convention.
The amended statute defines the duties, responsibilities and authority of the senior vice-president, establishing a new role in the party’s organisational structure.
Under the revised provisions, the senior vice-president will lead the Policy, Research and Training Academy. Previously, the party statute authorised the president to designate one of the vice-presidents to head the academy.
Former party president Sher Bahadur Deuba had appointed then-vice-president Purna Bahadur Khadka as the academy’s coordinator under the earlier arrangement.
Following the special general convention, Sharma and Pushpa Bhusal served as the party’s two vice-presidents. Sharma led the academy and will now continue in that role as senior vice-president following his election at the 15th general convention.
The revised statute also assigns the senior vice-president a coordinating role in the operation of the party’s central office. However, the general secretary will remain primarily responsible for the office’s day-to-day operations, with the central office functioning under the general secretary’s authority.
Under the previous arrangement, the central office operated under the general secretaries. Former general secretaries Gagan Thapa and Sharma had called the special general convention.
The senior vice-president will also be authorised to chair meetings in the absence of the party president. If the president assigns acting-president responsibilities, the senior vice-president will assume that role.
The amended statute provides for five vice-presidents, including the senior vice-president.
Under this arrangement, Sharma was elected senior vice-president, while Pushpa Bhusal, Dr Chandra Bhandari, Madhu Acharya and Binod Chaudhary were elected vice-presidents.
